התקוה שיש לו קביעות עתים בלימוד תורת הנגלה ותורת החסידות בכל יום ובהוספה ביום השבת אשר קדש הוא לה'. שאם בכל זמן ובכל מקום צריכה להיות קביעות עתים האמורה, עאכו"כ כשזקוקים לברכה מיוחדה, ואין לך דבר העומד בפני הרצון.

The hope is that you have established fixed times for the study of the revealed Torah and Chassidus every day, with an increase on Shabbos, which is holy to the L‑rd. For if at all times and in all places there must be such fixed times, how much more so when a special blessing is needed, and nothing stands in the way of willpower. And with an increase on Shabbos, which is holy to the L‑rd: see Kuntres Etz HaChayim chapter 25 (p. 53). And nothing stands in the way of willpower: see Zohar II, 162b; Raaya Mehemna 72b.
Summary
Establishing regular Torah study—especially on Shabbos—draws down special blessings. The Rebbe teaches that with true willpower, no obstacle can stand in one's way.
