מכתבו נתקבל באיחור גדול ביותר, וגם מצדי נתעכב המענה מרוב הטרדות, ואת כ' הסליחה.

במכתבו כותב שחב"ד יקיים סמנריון למורים בין בני הישיבה, וכותב הטעמים בזה וגודל ההכרח שבדבר.

ואף על פי שברוב הטעמים שלו מסכים אני אתו, אבל לאחרי בקשת סליחתו הרי ג"כ מכמה טעמים שחושבני שבחלקם יתקבלו על דעתו מוכרחני לומר שלא זה מעניני חב"ד, אף שבנוגע עצם הענין לית מאן דפליג שהוא הכרחי ביותר.

כי הנה אילו הי' עודף בכוח אדם בכלל, ובחב"ד בפרט, וכל הענינים שהם בגדר שאי אפשר לעשותם על ידי אחרים אלא על ידי חב"ד כבר היו נגמרים ונעשים, או אז אולי יש מקום לדון בענין האמור. אבל לדאבוננו יש מחסור גדול ביותר בכוח אדם בכל התנועות החרדיות, כולל תנועת חב"ד. משום כך דין קדימה לאותם הענינים המחייבים את אנשי חב"ד לראש ולראשונה, אשר מבלי הבט על מסירותם לתפקידם ועבודתם עדיין המלאכה מרובה ויש להוסיף ולהרחיב. מאידך, פעולה אחרת שהכל מודים בהכרחיותה וכמה מסוגלים להביאה לפועל, חושבני שאין לחב"ד הצדק, על פי יושר ובעיקר על פי התורה, להתעסק בה. והרי לפנינו סוגיא מפורשת (מועד-קטן ט, סוף ע"א וריש ע"ב) ומסקנת הגמרא שבנוגע למצוה שאפשר לעשותה על ידי אחרים לימוד התורה הוא בגדר של "כל חפצים לא ישוו בה" ואין הגמרא עושה חילוק בין מצוה אחת לכמה מצוות או בסוג המצוות, מה שאין כן בנוגע למצוה שאי אפשר לעשותה על ידי אחרים, שאז אפילו מצוה קלה יש לה דין קדימה ומוכרח לעשותה. ובודאי לדכוותי' האריכות אך למותר.

וזהו היסוד לעמדתי בנידון דידן, שאף על פי שענין ההוראה והחינוך תמיד הוא מהחיוניים ועל אחת כמה וכמה בדורנו ובארצנו הקדושה וכו', אבל אי אפשר לדחות מצוה שאינה יכולה להיעשות על ידי אחרים ואפילו מצוה קטנה.

Your letter was received after a considerable delay, and my response was also delayed due to many preoccupations; please accept my apologies.

In your letter you write that Chabad will hold a seminar for teachers among the yeshiva students, explaining the reasons and the great necessity for this. Although I agree with most of your reasons, after asking your forgiveness, I must say—based on several reasons which I think you will partly accept—that this is not among Chabad's core matters, even though regarding the essence of the issue there is no dispute that it is extremely necessary.

If there were an abundance of manpower in general and in Chabad in particular, and all matters that only Chabad could accomplish had already been completed, then perhaps there would be room to discuss this matter. But unfortunately there is a great shortage of manpower in all charedi movements, including Chabad. Therefore, priority must be given to those matters that obligate Chabad members first and foremost; despite their dedication to their roles and work, much remains to be done and expanded.

On the other hand, for another activity that everyone agrees is necessary and several are capable of carrying it out, I think Chabad has no justification—by fairness and especially by Torah—to engage in it. There is an explicit sugya (Moed Katan 9b–10a), where the Gemara concludes that regarding a mitzvah which others can perform, Torah study is considered "Kol chafatzim lo yishvu bah" (all desires cannot compare to it), without distinguishing between one mitzvah or several or their types. However, if it is a mitzvah that cannot be done by others—even a minor mitzvah—it takes precedence and must be done.

Surely for you such elaboration is unnecessary. This is the foundation of my position on our case: although teaching and education are always essential—especially in our generation and in our holy land—one cannot set aside a mitzvah that cannot be performed by others, even if it is minor.

Summary

The Rebbe teaches that while education is vital, Chabad must focus first on unique responsibilities only it can fulfill. Tasks others can do should not divert resources from these core missions—a principle rooted in Torah priorities regarding mitzvos.
