שלום וברכה!
ימים אלו נודעתי ע"ד בחירת כ' למשרתו החדשה בסוכנות וכו', וכיון שכל ענין הוא בהשגחה פרטית וכל מינוי נותן אפשרויות חדשות ומתוך כך גם אחריות נוספת, אביע תקותי וברכתי שכ' ינצל במילואן האפשרויות החדשות שנתוספו לו על הקודמות - וכמו שדברנו בשיחתנו בעת פגישתנו - להפצת הערכים הנצחיים של עמנו בני ישראל מיום היותנו לעם במעמד הר סיני.
ובפרט שרואים במוחש שדוקא ערכים אלו הם סוד קיומו הנצחי של עמנו בני ובנות ישראל, למרות אשר אנחנו המעט בין העמים, וחסד לאומים חטאת, וכמו שנוכח דורנו אוד מוצל מהשואה ושמדות שלא היו כמותן היל"ת, וכל האומות הנאורות ובלתי נאורות עמדו מנגד וכו', אשר אין לנו להשען אלא על אבינו שבשמים, אלקים חיים הנותן לנו תורת חיים ומצותי' עליהן נאמר וחי בהם.
וכיון שנבחר כ' פה אחד, הרי זה מגדיל עוד יותר כח השפעתו ואפשריותו, ויהי רצון שיצליח להוציאן מן הכח אל הפועל הנ"ל.
ולקראת חג המצות, זמן חירותנו, הבא עלינו ועל כל ישראל לטובה, הנני בזה להביע ברכתי לחג כשר ושמח ולחירות אמתית, חירות מדאגות בגשם ומדאגות ברוח, ולהמשיך מחירות ושמחה זו בכל ימי השנה.

וכאן עלי חובה נעימה להביע עוה"פ תודתי למר עבור התענינותו בעניני כפר חב"ד, אשר בודאי גם להבא יושיט להם עזרתו באם יוזקקו לה, ועוד וגם זה עיקר, שיתענין בהנעשה שם ולא רק על ידי שמיעה אלא גם על ידי ראי' וביקור וכו'.

Shalom u'Vrachah!
In recent days I learned about your election to your new position in the Agency, etc., and since every matter is by Divine Providence and every appointment brings new opportunities—and thus additional responsibility—I express my hope and blessing that you will fully utilize these new opportunities added to those you previously had—as we discussed during our meeting—to spread the eternal values of our people, the children of Israel, since we became a nation at the event of Mount Sinai.
Especially as it is clearly seen that specifically these values are the secret of our people's eternal existence—our sons and daughters of Israel—even though we are the fewest among the nations, and 'the kindness of nations is sin,' as our generation has witnessed: a brand plucked from the Holocaust and persecutions unlike any before (may such never be again), while all nations—enlightened or not—stood by idly, etc. Thus we have no one to rely on but our Father in Heaven, the living G‑d who gives us a Torah of life and commandments about which it is said 'and you shall live by them.'
Since you were unanimously chosen, this further increases your influence and possibilities. May it be G‑d's will that you succeed in bringing these matters from potential into actuality as mentioned above.
As we approach Pesach, the Festival of our Freedom, which is coming upon us and all Israel for good, I hereby express my blessing for a kosher and joyous holiday and for true freedom—freedom from material worries and spiritual concerns—and to extend this freedom and joy throughout all days of the year.

And here I have the pleasant duty to once again express my thanks to you for your interest in matters concerning Kfar Chabad. Surely in the future as well you will offer them your assistance if needed; moreover—and this is most important—that you take an interest in what is happening there not only by hearing but also by seeing with your own eyes through visits etc.
Summary
The Rebbe teaches that every new role brings greater opportunity—and responsibility—to promote eternal Jewish values. Our survival depends on these principles alone. He blesses Moshe Aram with success in his mission and wishes all true freedom and joy for Pesach.
