Shalom u'Vrachah!
In response to your letter from the 3rd [of Kislev], Parshas Vayetze, thank you for the good news and the doctor's opinion regarding your son's health. As for why I did not answer regarding the Bar Mitzvah meal—it is because there is still much time before a decision must be made. More importantly, in such matters, the decision depends on personal circumstances and local conditions; therefore, as the time approaches, consult with friends in your area.
The main point is that since our Sages greatly extolled the day of reaching the age of mitzvos—and they explained about it (Zohar II 101a) on the verse 'Ani HaYom Yelidticha' ('I have begotten you this day'), and see also Zohar Chadash Parshas Bereishis (10c, 15d)—it is most appropriate that regardless of your final decision, on the day he becomes thirteen years old, the Bar Mitzvah boy should speak words of Torah and inspiration at a gathering of at least ten adults. Afterwards there should be a l'chaim (a drink), as our Sages said: 'Great is drinking together for it brings people closer,' etc., and they should bless him with all that he needs both materially and spiritually.
May it be G‑d's will that he and his wife, the Rebbetzin, derive much true nachas from him.
With honor and blessing for good news.
P.S. Regarding my previous letter about being cautious with Cortisone—the same applies to other antibiotics. Although not all have identical side effects, recently doctors have become more reserved about them and are seeking alternatives; one suggestion is to vary medications from time to time.
Regarding the Bar Mitzvah meal: see also above Vol. 22 Letter Charel"t and what is referenced in its notes. Our Sages said: Sanhedrin 103b. Regarding my previous letter: above Chatrezu.
Summary
The Rebbe teaches that Bar Mitzvah celebrations should reflect local realities but always include Torah words before a group. He also advises careful use of antibiotics under medical guidance. Both spiritual milestones and physical health require thoughtful consideration.
