שלום וברכה!
בנועם נודעתי על דבר עזרתו, בעבר וגם בהוה, לישיבת "אחי תמימים" בעירו.
ותקותי חזקה שבודאי ימשיך בזה, ובהוספה, כדרישת חכמינו ז"ל, מעלין בקדש. ובפרט שהמוסד התקדם בהתפתחותו ומביא תועלת וכבוד לעיר ולמחוז, והרי בתור ראש העיר בודאי שיש בידו לעשות, וזכות הרבים מסייעתו.
בעמדנו בחודש אלול, חודש הרחמים, ובפרט שבאים אנו מח"י אלול, יום הולדת את כ"ק רבינו הזקן בעל התניא והשו"ע, אשר השנה היא שנת המאה וחמשים להסתלקותו, דבר בעתו הוא להזכיר מה שמבאר בענין חודש זה ע"פ משל למלך שקודם בואו לעיר יוצאין אנשי העיר לקראתו ומקבלין פניו בשדה ואז רשאין כל מי שרוצה לצאת להקביל פניו והוא מקבל את כולם בסבר פנים יפות ומראה פנים שוחקות לכולם כו' (לקוטי תורה, ראה, לב, א). והרי בזה נתינת כח מיוחדת לעשות כל דבר טוב ולהצליח.
בכבוד ובברכת כתיבה וחתימה טובה לשנה טובה ומתוקה בגשמיות וברוחניות גם יחד.

With pleasure I have learned about your assistance, both in the past and present, to Yeshivas "Achei Temimim" in your city. My strong hope is that you will certainly continue this support and even increase it, as our Sages require: one must always ascend in matters of holiness.
Especially since the institution has advanced in its development and brings benefit and honor to the city and region; as mayor you certainly have the ability to accomplish much, and the merit of the many assists you.
As we stand in the month of Elul, the month of mercy—and especially as we come from Chai Elul (the 18th of Elul), the birthday of our master Rabbi Schneur Zalman, author of Tanya and Shulchan Aruch, which this year marks one hundred and fifty years since his passing—it is timely to recall what is explained regarding this month: by way of a parable about a king who, before entering his city, is met by its people who go out to greet him in the field; then anyone who wishes may approach him, and he receives everyone with a pleasant countenance and shows a smiling face to all (Likkutei Torah, Re'eh 32a).
This grants special strength to do every good thing and succeed.
With honor and blessings for a good inscription and sealing for a good and sweet year both materially and spiritually together.
