שלום רב וברכה מרובה!
לאחרי ההפסק הכי ארוך הגיעתני יקרת אגרתו ונודעתי ממנה אשר לעת עתה נמצא במדינת אנגליא.
ואחרי בקשת סליחתו רבה, מוכרחני להביע צערי על שהעתיק כהדר"ג מצאן מרעיתו בעירו מקנאס והמדינה, אשר אף שכפי השמועה, מפני גילו - יאריך השי"ת ימיו ושנותיו בטוב ובנעימים - אפשר שאין משרה רשמית על שכמו אבל הרי בודאי ובודאי כמה דרכים הם לחיזוק התורה והמצוה גם בלי משרה רשמית. וכפי המצב בעירו ובמדינתו, ומי כמוהו מכיר במצב יותר, הרי השפעת כהדר"ג שם נחוצה ביותר וביותר.
מובן וגם פשוט שאין כוונתי לצעוק על העבר נגד מאמר רבותינו ז"ל, אבל כולי האי ואולי יש אפשריות לחזור לעירו ולמדינתו באופן המתאים וטוב, ולהשפיע גם על שאר הרבנים הספרדים במרוקו לעמוד על המשמר לראות בשלום אחיהם ולרעות צאן מרעיתם, עשיריות ועשיריות אלפים, כ"י, הדרים במדינות ההן, הצריכים משמרת ומשמרת למשמרת הקדש, לנהלם על מיין נייחין, מים חיים דתורת חיים ומצותי' עליהן נאמר וחי בהם.
ובימים אלו ימי הגאולה דיב-יג תמוז בהם נגאל כ"ק מו"ח אדמו"ר נשיא ישראל ממאסרו על אשר חרף נפשו במערכות ה' וצבאותיו, כידוע לכת"ר פרשת הימים האלה הנזכרים ונעשים, יהי רצון אשר כל אחד ואחד מאתנו ינצל כל הכוחות והאפשריות שניתנו מלמעלה להפצת התורה והמסורה ועד לחיי היום-יום באופן דמוסיף והולך מוסיף ואור, וזכות הרבים מסייעתו.
בכבוד ובברכה להצלחה מרובה ולבשורות טובות.

To the esteemed rabbi and gaon, vavac"h iy"a nu"m bar oryan u'bar avhan, a living man of many deeds and master of good works, Mr. Nihu Rabna Rafael Baruch may he live, speaker of the holy congregation of the city of Meknes whose influence spreads throughout the country—many greetings and abundant blessings!
After the longest pause, your precious letter reached me and I learned from it that you are currently in England. After asking your great forgiveness, I must express my sorrow that your honor has left your flock in your city Meknes and the country. Even though I have heard that due to your age—may Hashem grant you long days and years in goodness and pleasantness—perhaps you do not hold an official position anymore, certainly there are many ways to strengthen Torah and mitzvah even without an official role. Given the situation in your city and country—and who knows it better than you—your influence there is most urgently needed.
It is understood and obvious that I do not intend to cry over the past against our Sages' teaching, but perhaps there is a possibility to return to your city and country in a fitting way, and also influence other Sephardic rabbis in Morocco to stand guard for their brethren's welfare and tend their flocks—tens upon tens of thousands, may they multiply—living in those lands who need safeguarding upon safeguarding for holiness; to lead them with calm waters—the living waters of Torah of life and its mitzvos about which it is said "and you shall live by them."
In these days—the days of redemption 12-13 Tammuz when my revered father-in-law the Rebbe, leader of Israel, was freed from imprisonment for risking his life for G‑d's cause as is well known to you from these days' story—may it be G‑d's will that each one of us use all strengths and opportunities granted from Above to spread Torah and tradition even into daily life with ever-increasing light; the merit of the many will assist him.
