נעם לי לקבל מכתבו מג' כסלו, ובפרט אחרי אשר כמה מאנ"ש סיפרו לי על דבר עזרתו לכפר חב"ד מאז הווסדו וכל משך ימי התפתחותו, שלכן הייתי בטוח שימשיך בקו זה ונתחזק בטחוני בקבלי מכתבו.
תקותי שככל עניני טוב וקדושה שנצטוינו להעלות בקדש ובאופן דמוסיף והולך כן יהי' העזר לכפר חב"ד והכפר מצדו ילך הלוך והוסיף בשפע אורו בהתאם לנקודה הפנימית בפעולות חב"ד בכל מקום, ובפרט בארצנו הקדושה תבנה ותכונן על ידי משיח צדקנו.
בהתענינות מיוחדה קראתי הצעותיו בנוגע התפתחות הכפר ובעיקר על דבר הקמת כפר חב"ד שני, וזה מכמה זמן שהנני מנהל משא ומתן בענין זה, ובטח גם לכבודו ידוע הענין, אף שלצערי הרב מפני סיבות שאינן תלויות בי מתעכב הדבר עד עתה. ובפרט שלפי תכניתי שהצעתי עוד מלפני שנתים ויותר כבר הי' מגיע הזמן להתענין על דבר כפר חב"ד שלישי. ואפילו התנחומין שהכל בהשגחה פרטית וכו' אודה ולא אבוש שבשבילי הן פחות מ"חצי נחמה", ולא אאריך בדבר המצער. אבל עוד לא אבדה, ח"ו, תקותי בזה.
על פי הידוע לכ' משיטת והנהגת אנשי חב"ד בטח לא יפתיעו אותו שורותי דלהלן, והיא הבעת תקוה שמנצל השפעתו בתוככי ההסתדרות ובכל מקום שידו מגעת להחדרת ערכי עם ישראל הנצחיים הכתובים ומסורים בתורתנו הק' שבכתב ושבעל פה, ועל פי הוראת חכמינו ז"ל לא המדרש עיקר אלא המעשה, קיום מצוות התורה בפועל ממש בחיי היום-יום, והרי הובטחנו דברים היוצאים מן הלב נכנסים אל הלב ופועלים פעולתם.

I was pleased to receive your letter from the 3rd of Kislev, especially after several of Anash told me about your assistance to Kfar Chabad since its founding and throughout its development. Therefore, I was confident you would continue in this path, and my confidence was strengthened upon receiving your letter.
My hope is that just as with all matters of goodness and holiness that we are commanded to elevate in holiness and always increase, so too will be the assistance to Kfar Chabad. The village itself should continually increase in the abundance of its light in accordance with the inner point of Chabad activities everywhere—especially in our Holy Land, may it be rebuilt and established by Moshiach Tzidkeinu.
I read your suggestions regarding the development of the village with special interest—mainly about establishing a second Kfar Chabad. For some time now I have been negotiating on this matter; surely you are also aware of it. Unfortunately, for reasons beyond my control, this has been delayed until now. In fact, according to my plan proposed over two years ago, it would already be time to consider a third Kfar Chabad. Even the consolation that everything is by Divine Providence is for me less than "half a comfort," and I will not elaborate on this distressing matter. But my hope for this has not been lost at all.
As you know from the approach and conduct of Anash-Chabad, my following lines will not surprise you: I express my hope that you use your influence within the Histadrut and wherever your reach extends to instill the eternal values of Am Yisrael as written and transmitted in our holy Torah—both Written and Oral—and according to our Sages' teaching: "Not study but action is primary," meaning actual fulfillment of Torah mitzvos in daily life. We have been assured that words coming from the heart enter the heart and have their effect.
