Regarding your question about tefillin in empty houses in connection with Chol HaMoed, this is discussed at length in the sefer Ot Chaim v'Shalom by Haratz Haraha"g etc. from Munkatch, siman 38 se'if katan 1. The matter is not at all simple, even for those who are inclined to permit it. There are strong reasons given by those who oppose it...
Regarding your question about traveling from Copenhagen in the near future, perhaps even before Shabbat Mevarchim Cheshvan: Seemingly, because of the matter of the rabbinate—as with any new undertaking—it takes time until things become established regularly. Especially since this will be connected with arranging (with changes) matters of the yeshiva and cheder, etc., at least a few months should be spent on site. And this is clear.
