ובהמצאינו בין המצרים, שכדברי רז"ל, לא חרבה ירושלים אלא בשביל שביטלו בה תינוקות של בית רבן,
אשר מטרת לימוד תשב"ר הרי הוא שגדיים יעשו תישים - תלמידי ישיבה ולאחרי כן גדולים בתורה,
הרי זה מזכיר ומעורר על ההתחזקות וההוספה כפלים לתושי' בלימוד
התורה - שהם הן התיקון להסיבה שהביאה לחורבן ירושלים,
ונוסף ע"ז ועיקר - אשר לימוד התורה יהי' באופן שצריך להיות וכמאמר חז"ל על מה אבדה הארץ, על שלא ברכו בתורה תחלה. יעוין היטב פירוש הב"ח בזה בארוכה, ומובן עפמש"כ בלקו"ת לרבנו הזקן (בעל התניא והשו"ע).
ויהי רצון שכאו"א מכם יברך בתורה תחלה כפירוש הפנימי האמור, ותקוים ההבטחה: אדם מקדש עצמו מעט מלמטה,
וככל שלא ירבה קידוש האדם - ה"ז מעט לגבי למעלה,
מקדשין אותו הרבה מלמעלה.
בברכה הצלחה בכל האמור ולבשו"ט בזה.

Your pan (pidyon nefesh) has been received and will be read at an auspicious time at the holy resting place of my revered father-in-law, the Rebbe zatzal (may his merit shield us), in accordance with your letter's content.
As we find ourselves during the Bein HaMetzarim (Three Weeks), as our Sages say: Jerusalem was destroyed only because they neglected the children’s Torah study. The purpose of children’s Torah learning is that young goats become rams—Yeshiva students and later greats in Torah. This serves as a reminder and call to strengthen and double our efforts in Torah study, which is the remedy for what caused Jerusalem’s destruction. Additionally—and most importantly—Torah study must be as it should be: as our Sages said regarding "Why was the land lost? Because they did not first bless over the Torah." See at length the explanation of Bach on this matter; it is also understood from what is written in Likkutei Torah by our master, the Alter Rebbe (author of Tanya and Shulchan Aruch).
May it be G‑d’s will that each one of you blesses over the Torah first according to its inner meaning mentioned above, fulfilling the promise: When a person sanctifies himself a little below—even if his sanctification is not much compared to Above—they sanctify him greatly from Above.
Summary
The Rebbe teaches that intensifying Torah study—especially with proper intent and blessing—during times of mourning for Jerusalem brings spiritual repair and draws down abundant holiness from Above.
