I was pleased to receive your letter from after Yom Tov of Shavuos, the time of the giving of our Torah, in which you write about the arrangements during the festival days. May it be G‑d's will that you take from this inspiration for the entire year; for in general, all matters of the festivals are meant to provide inspiration for the whole year. There is an additional point regarding the time of the giving of our Torah: every single day must be new [even though sometimes our Sages say "like new"—with a kaf of comparison—see Rashi Devarim 26:16: "every day they should be in your eyes as new"]. It can be explained that this depends on a person's spiritual state—sometimes he is ascending and sometimes not; even then, at least it should be "like new," but the ultimate goal and desire is for it to be truly new. This is clear.

Your letter was received and this response was written during the days of tashlumin (make-up days) for Zman Matan Toraseinu (the time of giving our Torah), when even now and in exile this matter is established and engraved as something effective, as taught by our master, the Baal HaTanya (the authority in the hidden aspects of Torah) and Shulchan Aruch (the authority in revealed Torah), that one does not say Tachanun until the 12th of Sivan—and this applies generally.

At an auspicious time, all those you mention will be remembered at the holy resting place (tziyun) of my revered father-in-law, the Rebbe zatzal (may his merit protect us), according to what you wrote. May it be G‑d's will that just as you brought your request, so too you will receive good news about this matter and also regarding your holy activities spreading Torah and its mitzvos wherever your influence reaches.
