מאשר הנני קבלת מכתבם מכ"ב תמוז עם המצורף אליו, ועל ראשון ראשון וכו'.
א) במה שלא קבלו תשובה מכאן על המכתבים.
כבר כתבתי לכמה מאנ"ש, וזה כמה פעמים שבקשתי כפולה ומשולשת לא
להתחשב עם עכוב המענה, ואפילו כשאין מענה, שהוא מרוב הטרדות, ואם בכלל הדברים אמורים, עאכו"כ ועד רוחני, שבזה דין תורתנו הק', אין לו לדיין אלא מה שעיניו רואות על אתר, ובעניני תורה ומצות, הרי יפה שעה אחת קודם.
ב) בענין השמיטה והצרכני'.
הנה אף שלכל לראש ענין הזהירות בענינים אלו נוגע להצרכני' כיון שרוב האוכלים מגיע לכפר חב"ד על ידה, מובן שצריך לפרסם בכלל רשימת אוכלים המותרים בלי פקפוק וכו' שהרי בודאי שכמה אוכלים וכמה מאנ"ש קונים שלא ע"י הצרכני', וק"ל.
וכיון שכמה חילוקי דיעות בכשרות הנ"ל, הרי על הועד הרוחני בראשיתו של מרא דאתרא, לברר דעת תורה ולפרסם זה...
ויהי רצון שכאו"א בתוככי כללות התמימים ואנ"ש ימלא תפקידו להפצת המעינות חוצה אשר עי"ז מקרבים יעוד ימים אלו אשר מבין המצרים יגיעו לנחלה בלי מצרים ועד למרחב העצמי (יעוין רשימות הצ"צ לאיכה א, ג) ויהי' זה בעגלא דידן ע"י משיח צדקנו.

I hereby acknowledge receipt of your letter from the 22nd of Tammuz with its enclosures, and to address each point in order.
a) Regarding not having received a response from here to your letters: I have already written to several of Anash, and this several times, that I have repeatedly requested not to pay attention to delays in responses—even when there is no response at all—as this is due to overwhelming preoccupations. If this applies generally, how much more so regarding a Vaad Ruchani (spiritual committee), for which our holy Torah teaches that a judge can only rule based on what his eyes see on site. In matters of Torah and mitzvot, it is always better to act sooner rather than later.
b) Regarding shemitah and the consumer cooperative: Even though primarily the matter of caution in these issues concerns the cooperative since most food consumed in Kfar Chabad comes through it, it is understood that a general list of foods permitted without doubt must be publicized—since certainly some foods and some members of Anash purchase not through the cooperative. This is clear. And since there are various disagreements regarding kashrus as mentioned above, it is upon the Vaad Ruchani under the leadership of the mara d’atra (local rabbinic authority) to clarify the Torah’s position and publicize it...
May it be G‑d’s will that each individual among all the temimim and Anash fulfill his role in spreading the wellsprings outward; through this we bring closer the fulfillment of these days’ purpose—that from within “bein hametzarim” (the Three Weeks) we will reach an inheritance without boundaries and even to our own true expansiveness (see Reshimos HaTzt"z on Eichah 1:3), and may this be speedily in our days through Moshiach Tzidkeinu.

The sending was delayed; meanwhile your letter regarding building a mikveh in the old synagogue was received. I have already answered Reb Menachem Mendel Liss negatively about this.
