... Rabbi Hecht shlita also writes to me that you are considering the matter regarding the tallit that was used by your late husband, of which you are in doubt whether it was truly his. If you know to whom it belonged, you can give that person the value of the tallit; and if this is nothing more than an (unfounded) suspicion, then as an extra measure, you can donate the value of a tallit to support a synagogue where prayers are held daily, or donate a tallit to such a synagogue so that it may be used by the chazan or those praying there.
Summary
When ownership of an item like a tallit is uncertain, one should either return its value if possible or use it for communal benefit by donating it or its value to a synagogue.
