The Rebbe addresses the dangers of registering children whose mothers are not Jewish as Jews, even with qualifiers. He warns this could cause division and confusion, emphasizing the need to strengthen, not weaken, Jewish identity for communal and security reasons.

Shalom u'Vrachah!

Thank you for your letter with the enclosed excerpts from periodicals, which I am returning herewith as you requested.

I must state that my position remains that the proposal to solve the issue of registering children whose mother is not Jewish and who has not converted by adding an additional designation—whatever it may be—to "Jewish," including suggestions such as "non-identified Jew" or similar terms, carries a grave danger. It could cause a rift among broad circles of our people, the Children of Israel. This is in addition to other negative aspects such as confusion and mistakes regarding marriage—if not in Eretz Yisrael itself then certainly abroad—and so on.

I have already hinted elsewhere that it is instructive that specifically during the ascent of the Children of Israel from Babylonian exile to Eretz Yisrael, they took the strictest measures to prevent any assimilation or mixing with foreign nations, as recounted in the Book of Ezra. And although we have not yet merited the ascent from exile to redemption, there is an even greater similarity today: not only did forty thousand ascend to Eretz Yisrael then, but now it is many times that number. Such a mass aliyah requires not a weakening but rather a strengthening and fortification of the boundaries separating Israel from other nations. This is not only a matter for those who observe religion or only in religious areas; rather, it is a fundamental point for the existence of the Jewish people in all areas—including literal security—and more.

Incidentally, regarding your comment about the contradiction between the Law of Return and the question of registering children of mixed marriages—and conversely, contradictions between this question and marriage law—even though you are certainly one hundred percent correct, I was careful not to touch on this matter in my letter responding to "Who is a Jew?" Because even if these contradictions did not exist and "Who is a Jew?" was already on the agenda, it would make no difference at all to the clarity and strength of the answer to this question.

Additionally, regarding those who ask how to reconcile this solution with the principle "not to touch this G‑d forbid," I never understood what one has to do with the other. After all, many Christians and Muslims live in Eretz Yisrael who are also granted rights under law without discrimination; nevertheless, no one would ever consider registering them as Jews. This also answers your mention in your letter that security or democratic arguments influence how this question is resolved; in my view this is not so, as explained above.

This is also an opportunity for me to repeat my thanks for lending me the second booklet—which I am returning separately—along with its list of articles and letters which I recall have already been published. Certainly if you have any more such manuscripts you will allow me to see them and review them. My thanks are given in advance.

With honor and blessing—especially wishes for a kosher and joyous Pesach holiday.

Summary

The Rebbe teaches that attempts to redefine Jewish identity through registration compromises both unity and clarity within Am Yisrael. Instead of weakening boundaries between Jews and non-Jews—even for practical or political reasons—we must strengthen them for spiritual and communal integrity.
