... ובכלל בהנוגע לעבודתם: נקודה הכללית, אשר נצטווינו על הסדר דמעט מעט אגרשנו, ואין מתפקידם אריינכאפען כל הענינים במשך השבועות וחדשים הראשונים, להמצאם במקומם עתה. ואדרבה בכמה וכמה ענינים, דרושה ההתאפקות, וביסוס כמה ענינים קודמים להם.
מובן שאין זה סתירה למה שדברתי עם... שהרי המדובר הי' בנקודות כלליות, שתוף פעולה עם פלוני וכו'. ועוד זאת שנפגש הנני עמדו לאחרי כו"כ חדשים, ופגישה זו היתה הראשונה לאחרי המצאם... מובן שדברנו ע"ד תכנית רחבה יותר, ולאו דוקא הנוגע לשבועות וימים הכי קרובים.
בטח באם תהי' אפשרית - יבקר במחנם גם... כבקשתו. אבל נקודה האמורה במקומה עומדת, ומדגישה אני כי כנראה מבין שיטי מכתבו, הרי כשאין בידם לעשות תומ"י באיזה הצעה של עבודה, מרגיש בזה נמיכת רוח, בה בשעה שסדרו של עולם הוא, וגם בעבודה בשליחות רבותינו נשיאינו, שהולכים צעד אחר צעד.
מהנכון שיתבוננו בהנוגע לנצול ימי הפורים הבע"ל, כי אף שחלים באמצע השבוע, בודאי אפשרית מיוחדת לנצלם [אשר גם בזה הנקודה האמורה, שאין מחוייבים לעשות דוקא גדולות ונפלאות, וטוב יותר פעולה ע"ד הבינונית, אבל שתשמש הכנה לפעולות הבאות, וק"ל].

פשוט שבכהנ"ל אין הכוונה להחליש ח"ו מרץ עבודה וכיו"ב, כ"א לשלול בהחלט נמיכת רוח הנ"ל. מובן ג"כ שההחלטה איזו עבודות כבר הגיעה זמנן ואיזו שייכות לעתיד הקרוב - צריכים להחליט על אתר, וההחלטה תלוי' בהתנאים שעל אתר, האפשרות שישנן וכו'. והשי"ת יצליחם להחליט בזה כדבעי.

...And generally regarding your work: the main point is that we were commanded to follow the order of 'me'at me'at agarsheinu' (little by little I will drive them out), and it is not your task to take on all matters within the first weeks and months, expecting to have them all in place now. On the contrary, in many areas, restraint is required, as well as establishing certain prior matters first.

It would be appropriate for you to consider how to utilize the upcoming days of Purim; even though they fall midweek, there is certainly a special opportunity to use them [and here too applies the above point: you are not required to do only great and wondrous things; it is better to act in a moderate way if it serves as preparation for future activities—and this suffices].

It is obvious from all the above that there is no intention whatsoever to weaken enthusiasm for work or similar matters; rather, it is absolutely necessary to reject discouragement as mentioned above. It is also understood that deciding which tasks are already timely and which belong to the near future must be determined on the spot, depending on local conditions and possibilities. May Hashem grant you success in making these decisions properly.
Summary
The Rebbe teaches that shlichus requires patience and steady progress. One should not become discouraged if immediate results are not seen; moderate steps are valuable preparations for greater accomplishments ahead.
