במענה למכתבו, בו כותב אודות שתי אפשריות איך לעשות הכביש הפנימי[1].
והנה פשוט אשר בענינים כאלו, על הועד הנמצא על אתר להחליט, ואם דבר הקשה הוא מאיזה סיבה שתהי', יש לצרף לזה גם הועד הרוחני ובכלל זקני אנ"ש אשר במחנם הט', והנקודה הכללית בזה היא, אשר דרכי החסידים והחסידות הם רק דרכי נועם ושלום, אבל ביחד עם זה פשוט, שתועלת הרבים דוחה תועלת היחיד, וסו"ס כיון שהיחיד הוא מכלל הרבים, בודאי אשר יכיר שגם תועלתו היא בתוך תועלת הרבים.
מובן שבנ"ד יש ג"כ לדון על הפרט שמזכיר שישנם עצי פרי, שבאופן אחד יצטרכו לעקור אותם, והרי זוהי שאלה בדין, ובטח יבררוה מקודם להחלטה בזה.
ע"פ הנ"ל מובן שכל הכתוב בזה הוא באופן בלתי רשמי, ורק בגדר של הצעה לדון בכל הנ"ל מתאים להתנאים על אתר.
ומנצל הנני הזדמנות זו לעוררו וכן את חבריו בהועד ובכלל עסקני וטובי אנ"ש של כפר חב"ד, שמוכרח שיתענינו ביותר וביותר בענינים הכללים של הכפר, כי לצערי עד עתה הנה ברובא דרובא הי' יחסם של רוב תושבי הכפר לעניני הכפר, כיחיד המעונין רק בטובתו וענינו הפרטי, אלא שבזה נכלל ניצול גם גוש תושבי הכפר להטבת מצבו הפרטי ולא היתה ניכרת התענינות הצריכה בענינים המשותפים של תושבי הכפר בכלל.
במלות אחרות, היו מביטים על עצמם כמספר מסוים של יהודים שאיקלעו לאכסניא אחת לד' אמות של הכפר, אבל כל אחד במציאותו עומד ואין לו לוותר כלל על ענין הפרטי שלו, רק באם ירויח יותר ג"כ בענין פרטי שלו, וע"פ הנ"ל מובנת ג"כ התופעה שרובם ככולם ענינים הכללים של הכפר המשותפים, מוזנחים הם, והאריכות להנמצאים על אתר ורואים מצב הענינים אך למותר.

In response to your letter, in which you write about two possibilities regarding how to construct the internal road.
It is clear that in such matters, the local committee present on site should decide. If it is a difficult matter for any reason, the spiritual committee and generally the elders of Anash who are present should also be included. The general point here is that the ways of Chassidim and Chassidus are always pleasant and peaceful ways. However, it is also clear that the benefit of the many overrides that of the individual. Ultimately, since the individual is part of the community, he will certainly recognize that his own benefit is included within that of the community.
It is understood that in this case there is also a need to discuss the detail you mention—that there are fruit trees which would need to be uprooted in one option. This is a halachic question and should certainly be clarified before making a decision.
Based on all of the above, it is understood that everything written here is unofficial and only serves as a suggestion to discuss all these matters according to local conditions.
I take this opportunity to encourage you and your colleagues on the committee—and generally all activists and prominent members of Anash in Kfar Chabad—that it is essential to take a much greater interest in communal matters of the village. Unfortunately, until now, most residents have related to village affairs as individuals concerned only with their own personal benefit. Even when this included utilizing other residents for their own advantage, there was no noticeable interest in communal matters affecting all residents.
In other words, people saw themselves as a certain number of Jews who happened to find themselves together within the four cubits of Kfar Chabad—but each one stands on his own and does not want to give up anything personal unless he gains even more personally by doing so. Based on this, it is also understandable why most or nearly all communal matters have been neglected; those present on site who see the situation do not need further elaboration.
