מאשר הנני קבלת הפ"כ מאסיפת כ"ז אלול והדו"ח מפעולות חדש אלול ותשרי, ואחכה להמשך הבשו"ט מפעולותיהם הטובות, ולפלא מה שכותבים שדנו איפוא להשיג הד' מינים הנצרכים למבצע זה, שהרי בטח כל אלו שהתעסקו בזה, יש להם הד' מינים או לאביהם וקרוביהם, וכבר ידועה הנהגת כ"ק מו"ח אדמו"ר שנתן לכו"כ לברך בהאתרוג שלו, ומסופר על אחד הרה"צ (כמדומה מפולין) שהתנהג כן בקביעות, וכששאלוהו, והרי ע"י משמוש נוגעים בהענין דהדר, ענה שאין לך הדר מזה שכו"כ מבנ"י יקיימו בו מצות נעלית זו (ולהעיר מסוכה (לה, ב) דרק של תרומה טהורה לא יטול מפני שמפסידה. ודו"ק). וכבר ידוע כלל חז"ל ניחא לי' לאינש דליתעבד מצוה בממונו (שאפילו מיעוט אינו באופן דלא כן שהרי בממון אין הולכין אחר הרוב. וראה שו"ע אדה"ז סי' ד' רס"ט). ואם בכל המצות כן עאכו"כ בזו המצוה שענינה אחדות כל ישראל שזהו רמז הד' מינים, וכמבואר בכ"מ ובדרושי דא"ח בארוכה, וק"ל.
מובן אשר כמנהגי בשאר הענינים, בל"נ אעורר את אנ"ש להשתתף במבצע זה, ובטח יודיעוני מה שהוציאו, ואעורר את אנ"ש בזה להשתתף ממגבית המיוחדת בערך בשליש ההוצאות כפי שהם באמת.
באם נרשמו (עכ"פ תוכן) הנאומים דכנוס ט"ו אלול, ובטח ישנם גם תמונות מהכנוס, כדאי הי' להתענין אודות אפשריות להו"ל חוברת כוללת הנ"ל בצירוף איזה דברי התעוררות לתורה ומצותי' ולענין הפצת המעינות, ומהנכון שיהי' הכל מוכן, וגם יו"ל עוד קודם חגיגת י"ט כסלו הבע"ל, וכיון שנצרך כמה זמן להגהה וכו' כדאי להתענין בזה בהקדם, ואין להגביל מראש גודל החוברת, שזה תלוי בדי חומר שיביא לתכלית רצוי' גם בנוגע לפועל בעתיד ולמוסדות חב"ד אשר באה"ק ת"ו.
אינם מזכירים כלל ע"ד התועדות בכפר חב"ד עצמו, לבד התועדות דמוצאי שמח"ת, ובודאי ימלאו עד"ז הסניף דכפר חב"ד וכו' שאף שגדול ענין הפצת המעינות חוצה, אבל גם על זה נאמר ומבשרך לא תתעלם, נוסף על הענין דאפילו ז"א נק' חוצה.

I acknowledge receipt of your letter from the meeting on the 27th of Elul and the report on activities from Elul and Tishrei. I await further good news about your positive activities. It is surprising that you write about discussing how to obtain the Four Species needed for this campaign, since surely all those involved have their own sets or their fathers or relatives do. It is well known that my revered father-in-law, the Rebbe, would allow many people to recite the blessing with his own etrog. It is told about one of the righteous chassidim (apparently from Poland) who did this regularly; when asked about concerns that handling might affect its hiddur (beauty), he replied that there is no greater hiddur than enabling many Jews to fulfill this lofty mitzvah with it (see Sukkah 35b: only a pure terumah should not be used lest it be ruined). Also, our Sages teach: 'A person prefers that a mitzvah be performed with his property' (even if a minority disagrees, since with property we do not follow the majority—see Shulchan Aruch Admor HaZaken section 4:269). If this applies to all mitzvos, how much more so to this mitzvah whose theme is Jewish unity — as symbolized by the Four Species — as explained in many places and in Chassidic discourses at length.
It is understood that as is my custom in other matters, without making a vow I will encourage Anash to participate in this campaign. Surely you will inform me of your expenditures, and I will encourage Anash to contribute from a special fund approximately one-third of the actual expenses.
If speeches from the Tu B'Elul gathering were recorded (at least their content), and there are also photos from the event, it would be worthwhile to consider publishing a booklet including these along with some words of inspiration regarding Torah and mitzvos and spreading the wellsprings. It would be proper for everything to be ready — and even published — before the upcoming Yud Tes Kislev celebration. Since editing takes time, it is worthwhile to look into this promptly. The size of the booklet should not be predetermined; it depends on how much material will serve its desired purpose both for future action and for Chabad institutions in Eretz HaKodesh.
You do not mention at all about a farbrengen in Kfar Chabad itself except for one on Motzaei Simchas Torah. Surely the Kfar Chabad branch will also hold such an event etc., for although spreading the wellsprings outward is very important, it is also said: 'Do not ignore your own flesh,' especially since even Zeir Anpin is called 'outside.' See also tzt"z notes on Eichah p. 21.
