בודאי למותר לעוררו שלא יסתפק בהישגים דעד עתה ויוסיף עליהם כהנה וכהנה.
ונוסף על הציווי של תוה"ק מעלין בקדש הרי אין לך חכם כבעל נסיון שרואים בפועל איך שכל פעולה כדבעי מביאה פירות ובהצלחה ואין הדבר תלוי אלא בהמעורר והמשתדל.
במ"ש אודות הביקור בהמושבות וכו' כבר כתבתי בזה לצעירי אגו"ח, ובודאי דנו עד"ז בהתייעצות כולם יחד והרי נאמר ותשועה ברוב יועץ, דוקא.
בשאלתו אודות הנחת תפילין דר"ת - הנה בודאי נזהר בטבילת עזרא וכן לומד פנימיות התורה, בלי נדר, ולכן יתחיל בהנחתן ובודאי ילמוד ויחזור על דרושי התפילין אשר בכמה מספרי דא"ח (לקו"ת שה"ש, אמרי בינה, דרך מצותיך וכו') והשי"ת יצליחו.
ולהודעתו מיום הולדתו, ובודאי נהג במנהג אנ"ש ביום ההולדת, הנה יה"ר שתהי' שנת הצלחה אצלו בלימוד התורה קיום המצות בהידור ובעבודת התפלה.

In response to your letter—which was somewhat delayed in its arrival—and subsequently supplemented by your friend's letter regarding the health of those you mentioned: At an auspicious time, I will mention them at the holy resting place of my revered father-in-law, the Rebbe, of blessed memory, each one for what he needs.
Certainly, it is unnecessary to remind you not to be satisfied with achievements up until now but to add to them continuously. In addition to the Torah's commandment that one must always ascend in holiness, there is no one as wise as someone with experience who sees in practice how every proper action brings results and success. Everything depends only on the one who initiates and strives.
Regarding what you wrote about visiting the settlements, etc., I have already written about this to the Young Agudas Chassidei Chabad. Surely this has been discussed collectively in consultation with everyone together, as it is said: "Salvation comes with many counselors," specifically.
In your question about donning Tefillin of Rabbeinu Tam: Certainly you are careful with Ezra's immersion and also study the inner dimension of Torah (without a vow), so you should begin putting them on. Surely you will study and review the discourses on Tefillin found in several Chassidic texts (Likkutei Torah Shir HaShirim, Imrei Binah, Derech Mitzvosecha, etc.), and may Hashem grant you success.
Regarding your notification about your birthday—and surely you followed the custom of Anash on your birthday—may it be G‑d's will that this year be a year of success for you in Torah study, meticulous mitzvah observance, and prayerful service.
