והנה ברור אז דער ענין פון רחמים רבים איז פראן און ווי מיר זאגען דאס אין דאוונען אלע טאג, ברחמיך הרבים רחם עלינו, מען דארף נאר פארשטארקען דעם צנור וכלים אויף צו אויפנעמען זיי אין ענינים של פועל דא למטה, און וואס איז נאך א בעסערע כלי ווי א שול וואו מען לערנט תורה, וואס פאראיינציגט תורה און תפלה, נמצא אז דאס ווענדעט זיך נאר אין די עסקנים פון בית הכנסת ומדרש אז זיי פון זייער זייט זאלען טאן אביסעל און דענסטמאל וועט די זאך זיין בסדר.
ועל דרך ווי עס ווערט דערציילט אין אנהויב פון מדרש שיר השירים וקהלת, בנוגע דעם ארויפבריינגען א גרויסען שטיין צום בית המקדש, וועלכעס איז ניט געווען בערך אז איין מענש זאל עם בריינגען, און דאך האט זיך געפאדערט פון דעם מענשן ער זאל העלפען מיט איין פינגער און דאס איבעריגע איז שוין געטאן געווארען מלמעלה דורך מלאכיו עושי דברו, ועל דרך זה איז דאס בכל מקום ובכל זמן, אויב אפילו דאס ווערט געטאן דורך א אנדער לבוש, און ווי באוואוסט אז א מלאך מוז דאס ניט זיין דוקא אזאך וואס קומט מיט צוויי ווייסע פליגלען, נאר עס קען אויך זיין א מלאך - כמשמעו, א שליח, והרבה שלוחים למקום. און בפרט אין [א] ענין טוב וואס זכות הרבים תלוי בו.
און וויבאלד איר האט זוכה געווען צו זיין פון די ראשי עסקנים אין דעם ביהכ"נ והמדרש - איז דאך זיכער אז ניט נאר וועט איר אליין טאן אין דעם נאר וועט אויך זעהען אז אלע וואס קענען טאן אין דעם, זאלען טאן, והשם יתברך יצליחו.

I acknowledge receipt of your letter in which you write main points regarding the Chabad synagogue and the difficulties concerning the minyan, etc., and that much mercy is needed.
It is clear that abundant mercy exists, as we say every day in prayer: 'Berachamecha harabim rachem aleinu' (In Your abundant mercy, have mercy on us). One only needs to strengthen the channel and vessels to receive it in practical matters here below. And what better vessel is there than a shul where Torah is studied, uniting Torah and prayer? Thus, it all depends on the activists of the synagogue and study hall—that they should do a little from their side, and then everything will be in order.
This is similar to what is told at the beginning of Midrash Shir HaShirim and Kohelet regarding bringing a large stone to the Beis HaMikdash, which was not within one person's capacity to bring. Yet it was required that the person help with even one finger, and the rest was accomplished from Above by His angels who do His bidding. Similarly, this applies everywhere and at all times—even if it happens through another means. As is known, an angel does not necessarily have two white wings; an angel can simply mean a messenger—and there are many messengers for Hashem. Especially when it comes to a good matter upon which the merit of many depends.
Since you have merited being among the leading activists in this synagogue and study hall—it is certain that not only will you act yourself in this matter but will also see to it that all who can act in this matter will do so. May Hashem grant you success.
I await good news regarding all of the above, and with blessings for all good.
Summary
The Rebbe teaches that even small efforts by individuals can open channels for Divine blessing upon a community. By strengthening communal institutions like synagogues and inspiring others to participate, we become vessels for G‑d's abundant mercy.
