Shalom u'Vrachah!
I acknowledge receipt of your letter from the 19th of Menachem Av, regarding the order from the siddur during the summer days.
Thank you very much, especially for the good news that there is noticeable improvement in the discipline of the students as well as in the discipline of the teachers. Both are necessary, and it is possible that teacher discipline is even more essential than student discipline, and this is clear. From this it is understood that one should not be affected by having to dismiss one of the teachers, since the benefit to the many overrides the benefit to an individual.
I was pleased to read that progress is being made regarding the matter of metzitzah.
May it be G‑d's will that you succeed in this as soon as possible. And if necessary in this matter—it is appropriate to add regarding the glass tube you wrote about, that there are those who place cotton wool inside the tube and perform suction through the cotton. The reason for placing cotton is that it acts as a sterilizer and blocks bacteria from passing through it. To clarify further—my intention is that when a certain amount of cotton wool is placed inside the tube in such a way that it does not interfere with the suction power of the mouth of the one performing metzitzah, and so that the blood being drawn passes through cotton which has been sterilized...
With blessings for success to you and all your colleagues in all areas of sacred work mentioned above, with proper health—physical health and spiritual health,
M. Schneersohn
By the way: Regarding a woman—it is customary to write "kol avari." Since there is a dispute about this in Bechoros (45a). [Even though there are those who find difficulty with and resolve also for the wording—248.]
Summary
The Rebbe emphasizes that both student and teacher discipline are vital for educational success, sometimes prioritizing teacher discipline. He also provides practical advice on performing metzitzah safely using a glass tube with sterilized cotton to prevent bacterial transmission.
