... וואס דו שרייבסט אז די ענינים ציהען זיך און ציהען זיך וכו' - חאטש איך האב מרמז געווען אין דעם ריידענדיק צום פאטער שי' ווידערהאל דא נאך אמאל, ידוע מאמר רז"ל אז מדתו של הקב"ה איז מדה כנגד מדה, און ווען מען ציהט אפ מיט דער מילוי ההבטחה לענינים שבצדקה, ניט קוקענדיג אפילו אויף חסדי השי"ת וואס מען זעהט במוחש בכמה וכמה ענינים אן קיין שום טעם אויף דעם אפציהען פון דער מילוי ההבטחה, הבטחות שבמחשבה ואפילו שבדבור, איז דאך פארשטענדליך אז דורך דעם פארציהט מען אליין די המשכות שמלמעלה, און ווי גרויס איז דער חשך הגדול פון דעם גלות, אז מען זעהט דאס אפילו מיט די פליישיגע אויגען, און מען לערנט ניט קיין מוסר השכל פון דער זאך, ויהי רצון שעל כל פנים עתה זאל מען ממלא זיין אלע הבטחות תיכף ובמילואן, ומהנכון - בתוספת להוספה בברכה, און עס זאל זיין א החלטה גמורה אויף אזא הנהגה טובה אויך אויף להבא, ועל מנת לקיימה בפועל, וועט זיין דענסטמאל די כנגד מדה מהשי"ת אז עד מהרה ירוץ דברו בטוב וחסד הנראה והנגלה.

What you write about these matters dragging on and on, etc.—although I hinted at this when speaking to your father shiyichyeh, I will repeat it here again: It is known from our Sages that the measure of the Holy One, blessed be He, is measure for measure. When one delays fulfilling a promise regarding matters of tzedakah—even when one sees with their own eyes many acts of kindness from Hashem without any apparent reason for delaying the fulfillment of the promise, whether it was made in thought or even in speech—it is understandable that through this delay one causes a delay in the flow from Above. And how great is the darkness of this exile, that one can see this even with physical eyes and still not learn a moral lesson from it.
May it be His will that at least now all promises should be fulfilled immediately and completely. It is also proper to add an extra blessing and to make a firm resolution to continue this good conduct in the future—and with the intention to actually fulfill it. Then there will be a corresponding measure from Hashem, so that His word will swiftly proceed with visible and revealed goodness and kindness.
