במענה למכתבו בו כותב אודות הבעיא העומדת לפניו עתה וקשורה היא בדיני וחוקי המדינה שבהפרטים אשר בזה תלוי' גם כן הוראת דעת תורה, ולא תמיד אפשר לברר כל הפרטים הדרושים בכתב.
ולכן אחרי שיברר חוקי המדינה בהאמור יפנה לרב חרדי הנמצא בסביבתו וישאלו לפסק דין תורתנו הק' תורת חיים.
מכיון שהכל בהשגחה פרטית וכותב אלי בשאלה, שכהנ"ל יש לפנות בה לרב במקום, בטח יש בזה עוד ענין, וקרוב לומר שזהו התעוררות להוספה בתורה ומצותי', ובודאי ידוע לו עכ"פ ראשי פרקים מתורת החסידות הדרכותי' ומנהגי', כיון שיודע כתובתי, ולכן רצוני לקוות שעל כל פנים מכאן ולהבא יקבע עתים בלימוד תורה זו ויוסיף בעניני חסידות גם בהנוגע לקיום המצות ומנהגי האדם בכלל, וכהציווי דבכל דרכיך דעהו שהאריך בזה הרמב"ם בשמונה פרקים פ"ה ומובא להלכה בטור ושו"ע או"ח סי' רל"א, יעוין שם, והרי ע"י התחזקות בתורה ומצותיה מתוסף בברכות השי"ת בהמצטרך לאדם ולביתו.

In response to your letter in which you write about the issue currently before you, which is connected to the laws and statutes of the country—in details where a ruling according to the opinion of Torah also depends—and it is not always possible to clarify all necessary details in writing. Therefore, after clarifying the laws of the country as mentioned, you should turn to an observant rabbi in your area and ask him for a ruling according to our holy Torah, the Torah of life.
Since everything is by Divine Providence and you are writing to me with this question—when such matters should be brought to a local rabbi—certainly there is another aspect here. It is likely that this is an awakening for an increase in Torah and mitzvos. Surely you are at least familiar with the main points of Chassidus—its guidance and customs—since you know my address. Therefore, I hope that from now on you will set fixed times for studying this Torah and increase in matters of Chassidus, also regarding mitzvah observance and general conduct, as per the commandment "Bechol Derachecha Da'eihu" (In all your ways know Him), on which Rambam elaborates in Shemonah Perakim chapter 5 and which is brought as law in Tur and Shulchan Aruch Orach Chaim section 231—see there. Through strengthening in Torah and its mitzvos, blessings from Hashem are increased for what a person and his household need.
