מאשר הנני קבלת מכתבו מכ"ג ניסן עם המוסגר בו, ונהניתי מכתבו שהתועדו במשך ימי חג הפסח, וכן נתאספו כל המורים לפני חג הפסח בהתועדות מתאימה, ובטח ההצלחה בכל זה תעורר אצלם כחות נוספים בהנוגע להבא, ובפרט ע"פ המבואר בחסידות, שעבודת השי"ת בקיץ קל יותר מאשר בימי החורף, ובפרט בהימים שבהתחלת זמן חירותנו וקבלת תורתנו בחג השבועות שאז כל יומא ויומא מצוה מיוחדת בו ספירת העומר, ולא עוד אלא שהמצוה דיום שעבר היא גם בהיום שלאחריו שלכן הנוסח שני ימים לעומר ולא יום שני. וכל מצוה הקודמת מוסיפה כח בקיום כל שאר התרי"ב מצות, וכמאמר המשנה מצוה גוררת מצוה.
במ"ש אודות ענין התפילין, - צריך הוא להסביר שאין זה רק ענין של הידור בעלמא, אלא חילוק בין תפילין כשרות לההיפך, שברובא דרובא מכירים את זה אפילו בבדיקה חיצונית, ז.א. בבדיקת הפרשיות והבתים, ועאכו"כ אם היה ביכולת האדם לבדוק בפנים, ז.א. כשרות הסופר, וק"ל.
בטח באם יש אפשרות להעתיק מכתבי הכללי לחג הפסח בשפת המדינה (בלבד שיהיה העתק טוב, ז.א. מתאים להענין ובסגנון שיעשה רושם טוב על הקוראים גם בסיגנון ודקדוק הלשון שמעתיקים לה וכו') כדאי להשתדל בזה ואפילו אם הוצאות בדבר, ומובן שכל הנ"ל הוא גם בנוגע לשאר המכתבים הכללים באם ימצא מעתיק טוב.
ואולי יש ענין לערוך חוברת מכתבים הכללים - בה ימצאו עכ"פ מכתב אחד לכל רגל ומועד דימות השנה, ובטח יתבוננו בזה, בהתאם לתנאי מקומם והתושבים, ויהי רצון שגם בזה יצליחו.

I acknowledge receipt of your letter from the 23rd of Nissan with its enclosure. I was pleased to read that you held a farbrengen during Pesach, and that all the teachers gathered before Pesach for an appropriate gathering. Certainly, the success in these activities will awaken additional strengths in them for the future—especially as explained in Chassidus that serving Hashem in the summer is easier than in winter, particularly during these days at the beginning of our season of freedom and receiving our Torah on Shavuos. Each day has its unique mitzvah—Sefiras HaOmer—and not only that: yesterday’s mitzvah also applies today; hence we say "two days to the Omer," not "the second day." Every preceding mitzvah adds strength to fulfilling all the other 612 mitzvos, as our sages say: one mitzvah brings another.
Regarding what you wrote about tefillin—you must explain that this is not merely a matter of extra stringency but a difference between kosher tefillin and the opposite. In most cases this can be recognized even by an external inspection (i.e., checking the parchments and boxes), and certainly if one could check internally (i.e., the scribe’s qualifications), and this is clear.
If it is possible to translate my general Pesach letter into the local language (provided it is a good translation—meaning it fits the subject and is written in a style that makes a good impression on readers both in content and language), it is worthwhile to make an effort even if there are expenses involved. Clearly, all this applies also to other general letters if a good translator can be found.
Perhaps there is value in preparing a booklet of general letters containing at least one letter for each festival and holiday throughout the year. Surely people will reflect on them according to their local conditions and residents. May it be G‑d’s will that you succeed in this as well.
