הנני מצטער ביותר על אריכות הדיון ועיכוב הפס"ד של הרבנות הראשית לאה"ק ת"ו, שבינתים נכשלים כמה וכמה מאחב"י הנוסעים באניות הנ"ל. וביחוד גדול צערי על הנוסעים באני' העומדת להפליג בט"ו אלול כדי להגיע לאה"ק ת"ו על הימים הנוראים הבע"ל, ועוד אני' עתידה להפליג בפו"מ בערב יום הקדוש.
תקותי אשר כהדר"ג שליט"א יעשה כל מה שבידו באופן דחוף כדי למנוע חילול שבת וחילול השם דרבים.

In continuation to the telegrams from the 9th of Elul, enclosed are copies of my letters—from the 23rd of Tammuz and Rosh Chodesh Menachem Av—to the Chief Rabbis Harav Yitzchak Isaac HaLevi shlit"a Herzog and Harav Yitzchak Rafael shlit"a Nissim, as well as a copy of telegrams to them from Monday, the second of Menachem Av. In these I explained my clear opinion regarding the alarming matter of the Israeli ships.
I am greatly distressed by the prolonged discussion and delay in the ruling by the Chief Rabbinate of Eretz HaKodesh may it be built and established, during which time many of our Jewish brethren traveling on these ships are stumbling. My distress is especially great concerning those traveling on a ship scheduled to depart on the 15th of Elul in order to reach Eretz HaKodesh before the upcoming Days of Awe, as well as another ship set to depart soon on Erev Yom Kadosh.
My hope is that your honor shlit"a will do everything in your power urgently to prevent public desecration of Shabbos and Chilul Hashem.
