אף שזה מזמן שלא הגיע מכת"ר כל ידיעות, מעמידו אני על החזקה דשליח עושה שליחותו, שהרי כל אדם - איש הישראלי - שלוח הוא מאדם העליון שעל הכסא למלאות התפקיד מתאים לדבר משנה אני נבראתי לשמש את קוני, אשר צריכים לזה להיות בריאים ושלמים כפסק הרמב"ם הלכות דיעות ריש פרק ד', ובטח אתבשר בפירוש עד"ז, שהרי במקום שיש לברר אין מעמידין על החזקה.
ועל של עתה באתי, שקבלתי מכתב מרב חיים אקסלרד בהנוגע לבנין מקוה בעירו ובקהלתו, וכותב שאף שפנה אל כת"ר בזה לא נענה וכו', וכיון שאינו כותב לי כל פרטים וגם אינני מכיר השכונה והכותב, כותב הנני ישר לכת"ר בזה ובטח יעשו מתאים להדרישה והמצב, והשי"ת יצליחם.
ויהי רצון שמקוה ישראל ה' שלפניו מטהרין בני ישראל, ומהדברים לטהרה ברוחניות היא הטהרה כפשוטה, טהרת בנות ישראל [וגם טהרת בני ישראל, וכידוע דברי הרמב"ם שמעולם לא ביטל טבילת טהרה הידועה ובפרט בהנוגע לתפלה (עיין רי"ף בתלמידי ר"י ברכות פ"ג בשם רב האי גאון ושם) שלדברי הכל התפלה מקובלת יותר עם הטבילה, ומבוארים הענינים גם בלקו"ת לרבנו הזקן פ' תבא, מ"ג, סוף ע"ב], ועי"ז יקרבו גם גאולתנו האמיתית, עיין תוס' יו"ט יומא בסופו ורמב"ם סוף הל' מקואות, ויהפכו ימים אלו לששון ולשמחה.

Even though it has been some time since I received any news or letters from you, I assume based on the principle that an agent fulfills his mission—for every person, every Jew, is a messenger from the Supreme One upon the throne to fulfill his role as stated in the Mishnah: "I was created to serve my Creator." For this, one must be healthy and whole, as ruled by Rambam in Hilchot De'ot at the beginning of chapter four. I am sure I will soon receive explicit good news about this, for where clarification is possible we do not rely on assumptions.
Now to the matter at hand: I received a letter from Rabbi Chaim Axelrod regarding building a mikveh in his city and community. He writes that although he approached you about this matter, he did not receive a response, etc. Since he did not provide me with details and I am unfamiliar with the neighborhood and the writer, I am writing directly to you about this. Surely you will act appropriately according to what is required and according to the situation, and may Hashem grant you success.
May it be G‑d's will that "Mikveh Yisrael Hashem" (the Hope of Israel is Hashem), before whom the Jewish people are purified—and from matters of spiritual purity comes also literal purity: the purity of Jewish daughters [and also the purity of Jewish men; as is known from Rambam's words that immersion for purity was never abolished—especially regarding prayer (see Rif in Talmidei Rabbi Yitzchak Berachot ch. 3 in the name of Rav Hai Gaon), where all agree that prayer is more accepted with immersion; these matters are also explained in Likkutei Torah by our master the Alter Rebbe, Parshat Tavo p. 43 end of side b]. Through this we will also bring closer our true redemption—see Tosafot Yom Tov at the end of tractate Yoma and Rambam at the end of Hilchot Mikvaot—and may these days be transformed into joy and gladness.
Summary
The Rebbe teaches that building a mikveh is both a communal responsibility and a path to spiritual elevation. By fostering physical and spiritual purity within ourselves and our communities, we help bring closer personal blessings and collective redemption.
