במענה על מכתבו מג' תמוז, בו כותב אודות פעולותיו במסגרת דצעירי אגו"ח. ת"ח על כתבו עכ"פ בקיצור, ובודאי יעורר גם את שאר המתעסקים שישתדלו שיודיעו אודות פעולות הנ"ל אם בהדו"ח שמתקבל מצעירי אגו"ח או עכ"פ בפ"ע, והעיקר שיוסיפו בפעולות כאלו מתאים לדרישת השעה וההכרח שלה, כי על תקופתנו נאמר ה"ז עומד אחר כתלנו, ואף שאינו מזכיר אודות הכנה לניצול ימי הגאולה י"ב וי"ג תמוז הבע"ל, תקותי שהכינו תכנית רחבה ומסודרה, ויה"ר שיהי' בהצלחה.
ובמ"ש מה יש לבכר יותר בתפילין של ראש, אם ההידור דאצבעים אל אצבעים או ההידוק יפה. תמוה שאלתו, כי מה זה שייכות בין שני הדברים, ואת"ל שאפשרי שאלה כזו היינו שאי אפשר שיהיו שני הענינים ביחד, מובן שההידוק במקום הוא ראשונה במעלה כיון שהוא מעיקרי המצוה.
בהנוגע לענין אצבעים על אצבעים כבר נאספו הדיעות בזה בספר מאסף לכל המחנות על אתר.

In response to your letter from the 3rd of Tammuz, in which you write about your activities within Tzeirei Aguch. Thank you for writing, even if briefly, and certainly you will also encourage the other participants to make an effort to report about these activities—either in the report received from Tzeirei Aguch or at least independently—and most importantly, to increase such activities according to the demands and necessity of our time. For regarding our era it is said: 'He stands behind our wall.' Even though you do not mention preparations for utilizing the days of redemption—12th and 13th of Tammuz that are approaching—I hope that you have prepared a broad and organized plan, and may it be with success.
Regarding what you wrote about which is preferable in tefillin shel rosh: whether the enhancement of wrapping finger upon finger or a good tightening. Your question is surprising, because what connection is there between these two matters? And if it could be that such a question arises—that it is impossible to have both together—it is understood that proper tightening in place takes precedence since it is an essential part of the mitzvah. Concerning the matter of finger upon finger, opinions on this have already been collected in the book Maasef Lechol HaMachanot on site.
Summary
The Rebbe encourages regular reporting and increased activity in communal work, especially around significant dates. In matters of mitzvah observance like tefillin shel rosh, fulfilling the core requirement takes precedence over additional enhancements.
