במענה על מכתבו, בו מזכיר ע"ד המאורע בכפר חב"ד, ובודאי כבר ידוע לו מה שכתבתי לכמה מאנ"ש, אשר אף שבענינים כגון אלו אמרו רז"ל בהדי כבשי דרחמנא כו', אבל בהנוגע להלימוד בהנהגה ולהוראות במילוי תפקיד האדם בעבודת השי"ת, צריך כל אחד להתבונן אליבא דנפשי' ולהסיק המסקנא, ולדעתי בענין זה היא, אשר מוכרח לחזק הכפר בכללות והמוסדות שם ביחוד, וההתחזקות בכגון דא היא גם בהתפשטות והתרחבות כי שם ציוה ה' את הברכה עד העולם, וכהוראת נשיאנו הק' (דרך מצותיך דף קי"ד ע"ב) אשר שם - במקום זה תתגלה מדת הרחמים שהיא גדולה ממדת החסד שלפני' נחלה בלי מצרים מבריח מן הקצה אל הקצה.

In response to your letter, in which you mention the event in Kfar Chabad, you are surely already aware of what I have written to several of Anash: Although in matters such as these our Sages say "Behedi Kavshei DeRachmana..." (the workings of Heaven are hidden), when it comes to learning conduct and guidance for fulfilling one's mission in serving Hashem, each person must reflect personally and draw conclusions. In my opinion regarding this matter, it is essential to strengthen the village as a whole and especially its institutions. Such strengthening should also be in the form of spreading and expanding, for "there Hashem commanded the blessing forevermore," and as our holy Nasi instructs (Derech Mitzvosecha p. 114b), there—in this very place—the attribute of mercy will be revealed, which is even greater than the preceding attribute of kindness: an inheritance without boundaries, extending from one end to the other.
Blessings for improved health and good news with expanded peace of mind in all the above.
Summary
The Rebbe teaches that after difficult events, we must respond by strengthening our communities and institutions with renewed vigor and expansion. In places like Kfar Chabad, this brings about a unique revelation of Divine mercy beyond ordinary kindness.
