ובודאי למותר לעוררו במ"ש לכמה מאנ"ש שמוכרח לא רק לחזק המוסדות אשר שם, אלא עוד להרחיבם בכמות וגם באיכות כי שם ציוה ה' את הברכה עד העולם, וכהוראת רבותינו הק' אשר תתגלה במקום זה מדת הרחמים שהיא גדולה ממדת החסד שלפני' נחלה בלי מצרים מבריח מן הקצה אל הקצה.

In response to your letter from the 11th of Iyar, in which you write about the event in Kfar Chabad—may such things never happen again. Certainly, it is unnecessary to remind you, as I have written to several of Anash, that it is essential not only to strengthen the institutions there but also to expand them both quantitatively and qualitatively. For there Hashem commanded the blessing forever (Tehillim 133:3), and as our holy Rebbeim have instructed, in this place will be revealed the attribute of mercy, which is greater than the attribute of kindness that preceded it—a boundless inheritance stretching from one end to the other.
With blessings for good news regarding all of the above and your activities in this matter.
Summary
The Rebbe teaches that after tragedy, we must not only reinforce but also broaden our efforts in building Torah institutions—especially in places uniquely blessed—so that G‑d's mercy and infinite blessing are revealed ever more strongly.
