במענה על מכתבו מר"ח אדר דמרבין בשמחה, בו כותב אודות הענין דקבוץ גליות קבוץ כל שבטי ישראל וע"ד מה שנאמר הקבצו, ובא מזה לכמה מסקנות, ובמענה עליהם:
א) אנו אין לנו אלא התורה הזאת, ובטרם לגשת לאיזו פעולה צריך לברר פסקי תוה"ק אם היא מחלק החיוב או להפך מחלק שאסורים בו או מחלק הרשות וזהו האבן הבוחן ליחס לפעולות אלו, ובנדון דידי' במ"ש אודות האינם יהודים האומה היפנית וחקירות פב"פ בהנוגע למוצאם וכו'.
והנה פשוט אשר ע"פ שו"ע, דין אינם יהודים להם ולכל הפרטים, ומזה ג"כ מובן שעליהם חלים כל ההגדרות וההנהגות שבשו"ע בהנוגע לקבלת גרים ועאכו"כ להשתדלות לגייר, ומזה מסקנא פשוטה שאין מקום לפעולות אלו שכותב אודותם, ועאכו"כ וחס מלהזכיר שזהו מעכב הגאולה ח"ו וכו'.
ב) במה שחוקר אודות איחור זמן גאולתנו, הרי לפלא חיפוש בנסתרות ותירוצים בדוחק, בה בשעה שאמרו רז"ל גלוי (סנהדרין צז, ב) כלו כל הקצים ואין הדבר תלוי אלא בתשובה ומע"ט, וכלשון המורה הגדול רבנו הרמב"ם (הלכות תשובה פ"ז הלכה ה') הבטיחה תורה שסוף ישראל לעשות תשובה בסוף גלותם ומיד הן נגאלין, ותחת לחפש עצות איך לפעול על האומה היפנית, הרי על כאו"א לנצל כחותיו ויכולתו להחזיר את בנ"י בתשובה, ולא המדרש עיקר אלא המעשה, שיוסיפו במעשה בפועל בחיי היום יומים ובפרט כל אלו הנמצאים בארץ אשר עיני ה' אלקיך בה מראשית שנה עד אחרית שנה.
ג) מובן ג"כ שכיון שכל ישראל קומה שלימה הם וכמ"ש אתם נצבים היום כולכם ראשיכם גו' שואב מימיך, הרי כל אחד שמוסיף בד' אמות שלו בלימוד התורה ובקיום המצות בהידור, בדרך ממילא נתוסף חיות בכל הקומה וכדוגמת גוף האדם בגשמיות.
ד) ובדוגמת גוף האדם הגשמי שככל שיתוסף בגילוי חיות הנשמה מתוספת שלימות בבריאות הגוף ביותר וביותר, עד"ז ועוד ביתר שאת, ככל שמוסיפים בנשמתא דאורייתא בלימוד פנימיות התורה והליכה בהדרכותי' ומנהגי' הרי זה מוסיף בגופא דאורייתא ועי"ז גם בגוף איש הישראלי, והאריכות בדבר הפשוט אך למותר.

In response to your letter from Rosh Chodesh Adar, a month when joy increases, in which you write about the matter of the ingathering of exiles and all the tribes of Israel, referencing what is stated "Hakabtzu" (gather yourselves), and from this you draw several conclusions. In reply to these:
a) We have only this Torah; before undertaking any action, one must clarify the rulings of our holy Torah—whether it is an obligation, forbidden, or permissible. This is the touchstone for how to relate to such actions. Regarding your question about non-Jews—the Japanese nation—and your personal investigations into their origins: It is obvious that according to Shulchan Aruch, they have the status of non-Jews in all respects. Therefore, all definitions and behaviors regarding accepting converts apply as per Shulchan Aruch, especially regarding efforts to convert them. The simple conclusion is that there is no place for such actions as you describe—certainly not—and it is even inappropriate to mention that this delays redemption, G‑d forbid.
b) Regarding your inquiry about the delay in our redemption: It is surprising to search for hidden reasons and strained explanations when our Sages said openly (Sanhedrin 97b): "All deadlines have passed; nothing depends except teshuvah and good deeds." As the great teacher Rambam writes (Hilchot Teshuvah 7:5): "The Torah assures us that Israel will do teshuvah at the end of their exile and immediately be redeemed." Instead of seeking strategies for influencing the Japanese nation, each person should use his abilities to bring Jews back in teshuvah. The main thing is action—not study alone—so increase practical mitzvos in daily life, especially those living in Eretz Yisrael where "the eyes of Hashem your G‑d are upon it from the beginning of the year to its end."
c) It is also understood that since all Israel forms a complete entity—as it says: "Atem nitzavim hayom kulchem rasheichem... sho'ev meimecha" (You are all standing today... your leaders... your water drawer)—every individual who increases Torah study and mitzvah observance with care adds vitality to the entire body [of Israel], just like a physical human body.
d) Just as with a physical body—when more soul-life is revealed there is greater health—so too and even more so: increasing "neshamta d'oraita" (the soul of Torah) through studying its inner dimension and following its guidance adds vitality to "gufa d'oraita" (the body of Torah), thereby also strengthening every Jew physically. Though lengthy explanation would be superfluous for such an obvious point.
Blessings for good news very soon—that you manage activism with needed energy to strengthen Judaism and its mitzvos wherever your influence reaches.
Summary
The Rebbe teaches that Halacha clearly defines who is Jewish; efforts should focus on inspiring Jews toward teshuvah and mitzvos rather than converting non-Jews. Redemption depends on Jewish repentance and action—not on external factors or converting others.
