In response to your letter from the 15th of Teves—which was received with some delay—I am surprised and puzzled that there is a practice of insisting that every small or large matter requires a decree from overseas. It is impossible for this approach not to hinder the development of matters, especially since questions and answers from there to here and vice versa take about two weeks. A solution should be found to correct this, since after all, all members of the network are from Anash and chassidim of the Rebbe Rayatz, after whom the institutions are named. According to his intention, they should be managed accordingly, etc., etc., as is understood.

Regarding your question: It is clear (a) that one should utilize the day of Yud Shevat—the yahrzeit—to strengthen the connection between the schools in the network with each other and with the administration, and to instill this also in the students. The most direct way is to hold a gathering as you have decided. (b) Also, since by majority opinion it was decided to do this in Kfar Chabad, there is an added benefit in showing the students more Chabad institutions. (c) Certainly, although organizing the gathering was assigned to Raza Zalman Abelsky, it is obvious that this does not exempt anyone who can help—especially school principals (and even more so Anash of Kfar Chabad). You may convey my request to the village committee or anyone involved in assisting these matters. I hope they will do all they can—especially since it is likely that benefit will come for village matters as well.

(e) I have already noted elsewhere that teachers especially must strive to increase student enrollment; if necessary, they should visit parents’ homes in Zarnuga and explain the advantages of the network’s school. Even though it is mid-year, since new settlers are arriving there—and as I recall in Nissan changes can be made—certainly there are children not yet enrolled in any particular school; thus it is possible that enrollment will increase through these efforts.
