ובמ"ש אודות שיסע בנו ... שי' ללמוד במאנטרעאל-קנדה בכלל נכונה הסברא ... מוכרח שיסביר לו פסק תוה"ק אשר אסור לצאת מא"י לחו"ל כי אם לישא אשה ולתלמוד תורה, ולכן מה שכותב הנני שנכונה הסברא וכן מה שאביו וגיסיו שי' משתדלים בזה, הוא רק ע"פ היתר הנ"ל, ואם ח"ו יחסר, היינו שלא יהי' תוספת ניכרת בתלמוד תורה בחוץ לארץ על הת"ת שלו, - באה"ק ת"ו, הנה בטלה ההסכמה וההשתדלות וכו' וד"ל...

I acknowledge receipt of your letter from the 8th of Teves with its enclosure, and the pan that will be read at an auspicious time at the holy resting place of my revered father-in-law, the Rebbe, of blessed memory.
Regarding what you wrote about your son ... may he live, traveling to study in Montreal-Canada—generally, the reasoning is correct. However, it is necessary to explain to him the ruling of our holy Torah that it is forbidden to leave Eretz Yisrael for abroad except for marriage or Torah study. Therefore, what you write—that the reasoning is correct and that his father and brothers-in-law are making efforts in this—is only according to the above allowance. If, G‑d forbid, this allowance is lacking—that is, if there will not be a noticeable increase in his Torah study abroad compared to his learning in Eretz HaKodesh—then the agreement and efforts are nullified, etc., and this should be understood.
