Shalom u'Vrachah!
After the longest break, your letter from Erev Shabbat Kodesh Vayigash was received. In it as well, there is no explanation for the interruption nor for the brevity of your letter. Surely you will write in detail in your upcoming letters, especially regarding the farbrengens during the auspicious days of Kislev among Anash, Nshei Anash, and the students—may they live—and also send newspaper clippings as is your good custom from before.
It is explained in many places in Chassidus, including in the maamar from last Shabbat Kodesh, that the G‑dliness within every creation contains two opposites: loftiness and closeness (meaning it occupies a place) and enclothes itself because it arose in His will to create it—and also loftiness. This is the two opposites of the Sefirah of Malchus: a king over a nation—his awe is upon them and they occupy a place (since he desires to rule over them and issue decrees).
All the more so must this be true in conducting Malchus below—who are "the kings? The rabbis," and in the conduct of a shadar (emissary) and Chassidim in general, who are emissaries of my father-in-law the Rebbe zatzal to carry out their mission wherever Divine Providence has placed them.
Just as closeness and enclothement without loftiness or even separation is not desirable—to know that this is not the ultimate purpose (as known from the saying of Baalei Batisha: "familiarity breeds contempt")—so too loftiness or certainly separation without enclothement is also not desirable.
It seems that among several Anash—and you included—the tendency toward this line prevails regarding Jews of... and therefore it affects spreading the wellsprings outward—Chassidus, its guidance and customs—in that they do not reach all places where they must and can reach.
I saw one example last week when I was visited by Mr. ... from ... After our long conversation my impression was that he is a G‑d-fearing man, and his wife not only does not interfere but actually adds to this. Apparently until now he has not been utilized for Chabad matters at all, let alone drawn in. He also mentioned Mr. ..., who apparently has only been affected minimally so far; I fear that the reason is as above.
As explained in many places, a mashpia must assess the vessel of the recipient and his circumstances; with proper contemplation on this, he will arrange his influence so it will be fully accepted—may Hashem help you succeed in these matters concerning Jews living in ... and especially in ..., may Hashem grant you success.
I could bring more examples of those who were not sufficiently drawn in—even from those closest—but what was mentioned above suffices.
Of course you may share all this with other Anash—may they live—for each one must be a candle to illuminate specifically; therefore he too has this work.
I await good news about all the above.
Summary
The Rebbe teaches that Chassidim must balance being distinct with integrating into their environment. Only by combining both qualities can they effectively fulfill their mission to spread Chassidus everywhere it is needed.
