מאשרים קבלת מכתבו מח', כ"ד חשון, ובודאי בינתים קבל מכתבי, אשר בתוכנו ימצא ג"כ מענה על חלק חשוב מהבעיות אודותם כותב במכתבו זה, וזאת להוסיף אשר בודאי אין להתרשם ועאכו"כ להרגיש מעין של יאוש ממה שעסקני הצבור לפעמים מתרשלים בפעולותיהם, ובהאמתלא הידועה שאין מה לעשות כו' וכו' (וכבר ידוע הרמז אשר אמתלא היא אמת-לא).
וידוע פתגם כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע במאמר חז"ל דתקופת עקבתא דמשיחא בסוף מס' סוטה, שנשנה שם כ"פ, אנו אין לנו להשען אלא על אבינו שבשמים, אף שהמדובר שם אודות המגרעות והקללות דתקופה ההיא, ופירש אשר איש הישראלי יושב בחבוק ידים ומתרץ עצמו שאין לעשות מאומה כי אם להשען וכו' ה"ז היפך התורה, ובמילא נכנס בגדר דקללות דתקופת עקבתא דמשיחא.
ופלא עליו שעוסק הוא בצ"צ כמה שנים שנתרשם מהנ"ל, ובודאי אין זה אלא מצב רוח עובר ויבוא לתוספת התעוררות.

We acknowledge receipt of your letter from the 8th, 24 Cheshvan, and surely in the meantime you have received my letter, in which you will also find an answer to an important part of the issues about which you write in this letter. Additionally, certainly one should not be affected—much less feel any sense of despair—from the fact that community activists sometimes slacken in their activities, using the well-known excuse that there is nothing to do, etc., etc. (It is already known that the word "excuse"—emta'la—is a hint for "emeth-lo," meaning "not true").
It is known the saying of my father-in-law, the Rebbe zatzukal l'havdil nishmaso b'gan eden zichrono yagen aleinu (may his memory protect us), on the statement of our Sages regarding the period of Ikvesa d'Meshicha at the end of tractate Sotah, where it is repeated several times: "We have no one to rely on except our Father in Heaven." Although there it speaks about the shortcomings and curses of that era, he explained that a Jew sits with folded arms and excuses himself that there is nothing at all to do except rely [on Heaven], etc.—this is contrary to Torah and thus falls into the category of curses of Ikvesa d'Meshicha.
It is surprising about him who has been involved with tzt"z for several years that he was affected by the above. Surely this is only a passing mood and he will come to increased inspiration.

Summary
The Rebbe teaches that claiming "there's nothing to do" is just an excuse and contradicts Torah values. Even when communal enthusiasm wanes, one must not despair but instead renew their dedication and continue their efforts with fresh inspiration.
