לאחרי הפסק הכי ארוך, הנה סו"ס קבלתי מכתבו ממוצש"ק, ובו ידיעות ע"ד הנעשה בישיבת אחי תמימים ברשל"צ וגם בהנוגע לירית אבן הפנה, ויה"ר שמכאן ולהבא יכתוב תמידים כסדם, והשי"ת יצליחם שיהי' בידם ענינים משמחים לכתוב אודותם.
ומ"ש אודות הוצאות הבנין, לדעתי יש להם לנצל מה שעתה הוא זמן שבאים הרבה תיירים לאה"ק ת"ו, ומהם גם מארצוה"ב, ויש להשתדל להביאם לרשל"צ להראות התחלת הבנין ולשדלם שישתתפו בהוצאות הבנין, אם תיכף או עכ"פ שימסרו זה כאן ללשכתנו, ולא נפלאת היא שבאופן זה יוכלו לגייס חלק חשוב מהתקציב הנדרש להבנין. מובן שאין בזה סתירה שיכתבו באופן רשמי בזה למרכז תומכי תמימים כאן ע"ד סיוע הגון מצדו.
מה שכותב אודות נסיעת שד"ר לדרום אפריקה, לתכלית זו. הנה נמצא שם עתה שד"ר תו"ת ליובאוויטש מכאן, ובודאי יבלה שם עוד איזה שבועות, ואיני יודע אם יש מקום שיבוא בסמיכות לו עוד שד"ר ממוסד ליובאוויטש, ובפרט שגם הנ"ל מדבר ע"ד ישיבת לוד וכו'. והנה כל הנ"ל הוא להדיעה מאין יבואו האמצעים, אבל בהנוגע לפועל הנה ראינו במוחש מיום התחלת עסקנות ליובאוויטש אשר סו"ס היו נמצאים האמצעים, והענין הי' מסתדר, ובלבד שהמתעסקים לא ירפו ידיהם ולא יוחלש הבטחון שלהם והמרץ, ואשרי חלקו שמשתתף בזה, ויה"ר שיוסיפו בהמרץ וההשתדלות, ויוסיף השי"ת בברכתו בהצלחת הענינים.

After the longest pause, I have finally received your letter from Motzaei Shabbat Kodesh, containing updates about what is happening at Yeshivas Achei Temimim in Rishon LeTzion and also regarding the laying of the cornerstone. May it be G‑d's will that from now on you will write regularly as before, and may Hashem grant you success so that you will have joyful matters to report.
Regarding what you wrote about the building expenses: In my opinion, you should take advantage of the fact that many tourists are currently coming to Eretz HaKodesh—among them also from America—and efforts should be made to bring them to Rishon LeTzion to show them the beginning of the building and encourage them to participate in covering its expenses, whether immediately or at least by giving their contribution here through our office. It is not surprising that in this way you could raise a significant portion of the required budget for construction.
Of course, this does not contradict sending an official request to Merkaz Tomchei Temimim here for appropriate assistance on their part.
As for what you wrote about sending a shadar (fundraiser) to South Africa for this purpose: There is currently a shadar from Tomchei Temimim Lubavitch from here present there, who will surely remain there for several more weeks. I do not know if it is appropriate for another shadar from a Lubavitch institution to come there so soon after him—especially since he is also speaking about Yeshivas Lod and so on.
All of the above concerns knowing where resources might come from. But regarding action: we have seen clearly since the beginning of Lubavitch activities that ultimately resources were found and things worked out—as long as those involved did not weaken their hands or lose confidence and energy. Fortunate is one who participates in this! May it be G‑d's will that you increase your energy and efforts, and may Hashem add His blessing for success in these matters.
Summary
The Rebbe teaches that by actively engaging visitors and maintaining strong effort and faith, one can successfully raise needed funds for communal projects. Official channels should also be pursued alongside personal initiative.
