במענה על מכתבו מב' סיון, בו כותב אשר מקימים אגוד תלמידי הישיבות התימנים ותכלית האגוד וכו', ושואל אם להצטרף לזה.
הנה בכגון דא, יש לחכות עד שיתברר בטוב פרצוף האגוד ועניניו, אשר לא תמיד תלוי אפילו ברצון של המיסדים, ובפרט שגם רצון זה אינו ברור, וכמרז"ל אין אדם יודע מה בלבו של חבירו, ובפרט באה"ק ת"ו יש להזהר ביותר מלהשתייך לאיזה ארגון ואגוד עד שיראו משך זמן בפעולותיו שרק אז אפשר לדעת מהותו מי הם הבעלי דיעה כו' - כאשר רואים במוחש ברור ענינם.

In response to your letter from the 2nd of Sivan, in which you write about the establishment of an association of Yemenite yeshivah students and its purpose, etc., and you ask whether to join it. In such matters, one should wait until the character and affairs of the association become clear for the better, as these do not always depend even on the founders' intentions—and especially since even those intentions are not clear. As our Sages say: "A person does not know what is in his friend's heart," and particularly in Eretz HaKodesh one must be especially careful before affiliating with any organization or association until after observing its activities for some time; only then can one know its essence—who are its leaders, etc.—when their nature is clearly evident.
