Shalom u'Vrachah!
In response to your letter from Erev Shabbat Kodesh Parshas HaChodesh, regarding your comment on the change of wording at the end of chapter 11 and the end of chapter 35 in Tanya Kadisha: see the correction table there according to what is found in the earliest printings, where the version is "Sof Perek Yud Alef Akhal Bi Asarah." Also see Tanya page 136a; Torah Or page 54c. Enclosed is something recently published which will surely interest your honor and will certainly be shared with the public.
This is both the privilege and duty of a Mara d'Atra (local rabbinic authority), as explained by our Rebbe the Alter Rebbe: it is literal—he is the master over all matters in his place. Since this privilege is given to him, he has certainly been granted all necessary powers to fulfill this role; all that remains is to actualize this potential and bring it from concealment into revelation.
To conclude in the spirit of the opening: It is known from Yerushalmi Megillah chapter 3 halachah 6 that one should not interrupt between Parshas Parah and Parshas HaChodesh. According to its sign—similar to cups three and four at the Pesach Seder, "the season of our freedom"—it follows that there is a kind of prohibition involved. It was said at this Shabbos farbrengen that this may be based on our Sages (Sanhedrin 97b): "If Israel does teshuvah they are redeemed." Further explanation was added from Rambam Hilchos Teshuvah chapter 7 halachah 5: "and immediately they are redeemed," as brought by our Rebbe the Alter Rebbe (who rules in Torah's hidden dimension) and in Shulchan Aruch (who rules in Torah's revealed dimension) in his Igeres HaTeshuvah chapter 11: "they are redeemed immediately."
With blessing.
Summary
The Rebbe teaches that a rabbi serving as Mara d'Atra possesses both authority and responsibility over local matters. This empowerment comes with G‑d-given strength to benefit the community, especially when actualized through action and leadership.
