Haraha"ch vavacha"ch iy"a nu"n oseik b'tzt"z Moreinu HaRav Nissan Pinson
Shalom u'Vrachah!
In response to your letter from the 18th of Kislev, I was pleased to read that you visited various places in Morocco, both cities and villages. The great necessity of this is certainly obvious to those present, so I hope you will continue doing so in the future, but with even greater frequency. This way, your presence will be felt as someone who comes and goes among those working there.
I was pleased by what you wrote about hoping to soon complete the construction of the mikveh. Here, it has become customary in several places to have two rainwater pits (in addition to the one used as a reserve for filling the storage), one for hashakah and one for zeriya, through which people enter the mikveh where they immerse. Although this was not previously practiced in our country, since a mikveh should fulfill all opinions as much as possible, if there are no difficulties with this matter, it should be done similarly in your location. Certainly you will consult among yourselves and also with Haraha"g Haraha"ch iy"a nu"n oseik b'tzt"z HaRav A. Garadetski, who saw the mikveh on site.
Certainly you held an appropriate farbrengen on the bright day of Yud-Tes Kislev and will continue during Chanukah as well. If throughout the entire year our Sages say that "I am asleep in exile but my heart is awake to G‑d, His Torah and mitzvos," how much more so during auspicious days—when through proper outreach even if only a needle's eye is opened in a Jewish person, the Holy One opens an opening like a grand hall. As explained in Chassidus regarding this detail: that a hall had no doors—so not only is there an increase in quantity but also in quality since it was always open; provided people strive to enter the Azarah (Temple courtyard), and between Ezras Yisrael and Ezras Kohanim there was no separating partition—though steps had to be climbed from one to another—and the lesson is clear.
Summary
The Rebbe emphasizes increasing outreach efforts and regular visits within Moroccan communities while encouraging best practices for building mikvaot. He highlights how even small spiritual openings can lead to great Divine blessings when approached with effort and unity.
