... בודאי מותר לעוררו על המבואר בש"ס בכ"מ בחוב וזכות הרב לאנשי מקומו וידוע ג"כ הדיוק דרבנו הזקן בכינוי רב מרא דאתרא שלאמיתתו של דבר הוא הבעל דמקומו וכיון שאין הקב"ה בא בטרוניא עם בריותיו ואינו מבקש אלא לפי כחן הרי בודאי שניתנו להרב הכחות למלאות תפקידו זה אלא שצריך הוא להוציאם מן הכח אל הפועל והבא לטהר מסייעין אותו, מובן שלא לדרשא קאתינא אלא שבהנוגע לפועל ובעיקר העיקרים החדרת קיום מצות מעשיות בחיי היום יומים וחזקה לתעמולה שאינה חוזרת ריקם.

... Certainly it is permissible to awaken [the community] regarding what is explained in the Talmud in many places about the obligation and merit of a rabbi towards the people of his locale. It is also well known the precision of our master, the Alter Rebbe, in referring to a rabbi as "mara d'atra" (master of the place), for in truth he is the owner of his locale. And since the Holy One, blessed be He, does not make unreasonable demands upon His creations and only asks according to their ability, it is certain that the rabbi is given the powers to fulfill this role. However, he must bring these powers from potential into actuality, and one who comes to purify himself is assisted from Above. It is understood that this is not merely theoretical but concerns practical action—primarily instilling the observance of practical mitzvos in daily life—and there is a strong presumption that efforts in this area will not return empty-handed.
