במענה על מכתבו מי"א אדר שני, בו כותב שהוא... ומבקש להתפלל עליו ועל זוגתו שיחיו למילוי משאלות לבבם לטובה לזרעא חייא וקיימא.
הנה כבקשתו כשאהי' על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע אזכירם להנ"ל.
ובודאי למותר לעוררו על מרז"ל הידוע, שמדתו של הקב"ה מדה כנגד מדה, ושאין דבר אחד בעולם לבטלה. וכיון שבהשגחה פרטית משרתו היא משרה צבורית הקשורה במדת השפעה מסויימת בעירו, הרי צריך הוא לנצל אותה בכל יכולתו וכחותיו לקרב לבם של בני ובנות ישראל לאבינו שבשמים, אשר לפעמים מפני כמה סיבות שוכחים שבנים הם לאלקים. והשתדלותו להחזיר האבדה ולקרב הרחוקים והנדחים, אשר בודאי כשעושים בזה באמת ובמרץ המתאים, ההצלחה בזה בטוחה, הרי מדה כנגד מדה יש להיות בתקוה חזקה שיתן להם השי"ת, עצם הטוב, נחת בזחו"ק ולגדלם גם הם לתורה ולחופה ולמעשים טובים.
ידועה גם כן הוראת תורתנו הק' שלכל ענין צריך להיות ג"כ אחיזה בדרכי הטבע, ולכן עליהם לפנות לרופא מומחה במקצוע זה ולשאול לחוות דעתו מה עליהם לעשות בדרכי הטבע להנ"ל.
מהנכון הוא שהי' לבדוק את המזוזות בדירתם וכן התפילין שלו שיהיו כשרים, ושביום שני וחמישי בשבוע בבקר יתנו איזה פרוטות לצדקה הקשורה בחינוך על יסודי התורה והמצוה, וכן תעשה זוגתו תחי' גם לפני הדלקת הנרות בכל ערב שבת ויום טוב.

In response to your letter from the 11th of Adar Sheni, in which you write that you... and request prayers for yourself and your wife for the fulfillment of your heart's desires for healthy and lasting offspring.
As you requested, when I am at the holy resting place of my revered father-in-law, the Rebbe zatzukal lehe nbagm zya (may the memory of the righteous be a blessing), I will mention you for this matter.
Certainly it is unnecessary to remind you of our Sages' well-known teaching that G‑d's measure is measure for measure, and that nothing in the world is in vain. Since by Divine Providence your position is a public one involving a certain degree of influence in your city, you must use it with all your ability and strength to draw the hearts of Jewish sons and daughters closer to our Father in Heaven—who sometimes are forgotten as being children of G‑d for various reasons. Your efforts to return what is lost and bring close those who are distant or estranged—certainly when this is done sincerely and with appropriate energy—will surely be successful. Measure for measure, there is strong reason to hope that Hashem, the essence of good, will grant you true nachas from healthy offspring and enable you to raise them as well for Torah, marriage under the chuppah, and good deeds.
It is also known from our holy Torah's instruction that every matter should also have a foothold in natural means; therefore, you should consult an expert doctor in this field and ask his opinion on what steps should be taken naturally regarding this matter.
It is proper as well to check the mezuzos in your home and his tefillin to ensure they are kosher; on Monday and Thursday mornings each week give some coins to charity associated with Torah-true education—and so should your wife do before lighting candles every Friday evening and Yom Tov.

Summary
The Rebbe teaches that both spiritual actions (prayer, mitzvos) and practical steps (medical advice) are vital when seeking blessings such as children. Using one’s influence for good brings reciprocal blessing from Above.
