במענה על מכתבו בו מודיע יום הולדת שלו ושואל אם להתחיל להניח תפילין דר"ת.
הנה אם נזהר בטבילת עזרא ולומד בכל יום דא"ח (מובן אשר הכוונה בזה הוא בלי נדר ובקביעות ובמילא אם מאיזה סיבה ואונס לא עשה פעם כנ"ל או שהי' אונס שכחה לא לזה כוונתי) אזי איזה ימים לפני יום הולדת יתחיל להתרגל בהנחת תפילין ר"ת ומיום ההולדת ואילך יתחיל להניחם בקביעות.
והשי"ת יזכהו להצליח בלימוד תורת הנגלה ותורת החסידות (וידוע אשר תפילין [ד]ר"ת הם מוחין דאבא השייכים יותר ללימוד פנימיות התורה) וישפיע ג"כ על זולתו לקרבו לנר מצוה ותורה אור ומאור שבתורה מתוך אהבת ישראל.

In response to your letter in which you inform me of your birthday and ask whether to begin putting on Tefillin of Rabbeinu Tam: If you are careful with immersion as prescribed by Ezra and study Chassidus every day (understood to mean without making a vow and with consistency, so that if for some reason or unavoidable circumstance you miss once, or if you forget due to circumstances beyond your control, this is not the intent), then a few days before your birthday you should begin getting accustomed to putting on Rabbeinu Tam tefillin, and from your birthday onward you should begin wearing them consistently.
May Hashem grant you success in the study of the revealed Torah and Chassidus (it is known that Tefillin of Rabbeinu Tam are associated with Mochin d'Aba, which relate more to the study of the inner dimension of Torah), and may you also influence others to draw them closer to mitzvah candles and Torah light and the luminary within Torah through Ahavas Yisrael.
