בשמחה אודיעו כי כבר נגמר בסידור גם הקונטרס השני אשר זכה כת"ר והצליח בהשתדלותו להו"ל וכיון שיביאוהו מבית הכורך רק למחר כנראה אמהר לשלח לו עתה הפרופס האחרונים למען יגיעו אליו קודם ש"ת ויוכל לזכות בו את סביבתו ונוסף ע"ז שיהי' ג"כ דבר בעתו.
וכנודע שיש בתורה ב' ענינים: א) מה שהיא למעלה מהזמן שלכן כל העוסק בתורת עולה כאלו הקריב עולה ונשלמה פרים שפתינו אף שהוא בלילה. ב) מה שהיא בזמן דוקא וכמו תקנת מרע"ה דקרה"ת דמבואר בכ"מ דשייך לעניני אותו שבוע דוקא או תקנתו לדרוש מענין החג בחג ומכש"כ התקנה לדרוש הו' הצריכות באותו הזמן (ראה שו"ע אדה"ז ריש הל' פסח, דשניהם ישנם). והנה לכאורה פשוט שענין הא' נעלה מענין השני אבל ע"פ משנ"ת בסוף מאמרי ר"ה ומיוהכ"פ ביתרון אהוי"ר המגולים דוקא הנה מטעם זה גופא יש יתרון לענין הב' דתורה על ענין הראשון.
ואם בתורת הנגלה כך הרי עאכו"כ בתורת הדא"ח שצ"ל דוקא טאפארא דא פלאחא והיא עוסקת ברפואת חולי הנפש שהם קשים מחולי הגוף ח"ו (ראה המאמר למויוהכ"פ בסופו) שדבר בעתו נוגע ביותר.
וביחוד ה"בעתו" דעשי"ת שיש בזה מעלה נוספת על כל השנה דאז הוא קירוב המאור אל הניצוץ וראה בהמאמרים ע"ד ביטול האור אל המאור.

With joy I inform you that the second kuntres has already been completed in typesetting, which you merited and succeeded in arranging for publication. Since it will only be brought from the bindery tomorrow, apparently, I am hurrying to send you now the final proofs so they will reach you before Shemini Atzeres and you can merit those around you with it. Additionally, this will ensure it is a timely matter.
As is known, there are two aspects in Torah: (a) what is above time—thus anyone who studies Torah at night is as if he brought an offering, 'Uneshalma Parim Sefaseinu' (and we will offer our lips as bulls), even at night; (b) what is specifically tied to time—like Moshe Rabbeinu's enactment regarding Torah reading, explained in many places as being relevant to that particular week, or his enactment to expound on matters of each festival during its time—and certainly the enactment to expound on the six required topics at their appropriate times (see Shulchan Aruch Admur HaZaken at the beginning of Hilchos Pesach; both aspects exist).
It would seem obvious that the first aspect is loftier than the second. However, based on what is explained at the end of Maamarim for Rosh Hashanah and Yom Kippur about the advantage of revealed love and awe specifically, for this very reason there is an advantage to the second aspect of Torah over the first. If this applies in Nigleh (the revealed part of Torah), how much more so in Chassidus—which must be specifically 'Tapara Da Placha' (an axe for actual work)—as it deals with healing spiritual ailments which are more severe than physical ones (see the Maamar for Yom Kippur at its end), so timeliness is especially critical.
This is particularly true regarding timeliness during Aseres Yemei Teshuvah (the Ten Days of Repentance), which has an additional advantage over all other times—for then there is a drawing close of the luminary to the spark; see in Maamarim about how light nullifies itself before its source.

Summary
The Rebbe teaches that while Torah transcends time, its timely study—especially in Chassidus—carries unique power to heal and uplift souls. Sharing new teachings before festivals brings added merit and spiritual benefit to oneself and one's community.
