The Rebbe suggested unifying the names of the organizations for clarity and cohesion: "Agudas Chassidei Chabad in our Holy Land" with "Tzeirei Agudas Chabad in our Holy Land" listed directly below. He emphasized the importance of unified membership, recommending that membership cards and official documents bear both names, while also specifying each member’s affiliation with the youth division where applicable.

Administrative guidance included the recommendation to add another representative from the youth to the management of Agudas Chabad, ensuring greater involvement and representation of younger members. The Rebbe also advised instituting a membership fee system, with initial revenues to be shared equally between the two bodies, and later adjusted according to their respective needs and mutual agreement.

Further, the Rebbe outlined financial strategies, such as supplementing membership fees with contributions from Chabad institutions in the Holy Land, and clarified the division of responsibilities: external negotiations and representation were primarily the domain of Agudas Chabad, while outreach activities—especially the dissemination of Chassidus in synagogues, yeshivas, and among diverse groups—were to be led by the youth division, with oversight from the main organization.

The tone of the correspondence is one of encouragement, practical advice, and a call for unity and effective collaboration. The Rebbe concluded with blessings for success in their sacred work and expressed hope for prompt implementation of his suggestions.
