מאשר הנני קבלת - הנדפס - דו"ח מההתועדות ארצית וכו',
וכיון שעברו שלשים יום מקבלת ההחלטות, עלי לעורר, אשר מהנכון ביותר וביותר לעשות סיקור וסה"כ מהנעשה במשך שלשים יום הראשונים.
כי אפילו את"ל שנעשה ככל הדרוש, בהחלטות האמורות, הרי בודאי אשר חשבון וס"ה מזמן לזמן - יוסיף במרץ וכו'. ועאכו"כ אם אצל מי שהוא חסר בנוגע לקיום ההחלטות. וד"ל.
ויהי רצון אשר בהחלטות האמורות תהי' ההנהגה מתאים לפתגם והוראת כ"ק מו"ח אדמו"ר נשיא ישראל (הועתק גם בדו"ח הנ"ל) פחות לדבר, יותר לחשוב ועוד יותר לעשות.
אשר בודאי שהפחות לדבר הכוונה בעיקר בערך העשי' שלאחרי זה.
להסעיף בו מדובר ע"ד לימוד המשך מאמרי דא"ח אחיד,
לע"ע נתקבלה רק שאלה ולא הצעה. וכמובן שצ"ל המשך כזה שאפשר להשיגו באה"ק ת"ו - נדפס או עכ"פ בשטענציל - וכן שרובא דרובא מאנ"ש יהי' בזה לבם חפץ, וע"פ נקודות אלו יחליטו ביניהם.
המחכה לבשו"ט בכל האמור, ויהי רצון שתהיינה מתוך מנוחה אמיתית שמחה וטוב לבב.
להעיר ממכות (ג, ב) אשר שלשים יום חשיב כשנה (אפילו בדבר שאין בו כלל ענין דשנה).
ומעין ביאור לזה י"ל - דחדש ביחס ללבנה - הוא ענין השנה ביחס לחמה.

I acknowledge receipt of the printed report from the national farbrengen, etc., and since thirty days have passed since the resolutions were received, I wish to point out that it is most appropriate to make a review and summary of what has been accomplished during these first thirty days. For even if one would say that everything required was done regarding these resolutions, certainly an accounting and summary from time to time will add vigor, etc. All the more so if someone is lacking in fulfilling the resolutions. This is understood.
May it be G‑d's will that in these resolutions the conduct should be in accordance with the saying and instruction of my revered father-in-law, the Rebbe, leader of Israel (also quoted in the above report): "Speak less, think more, and do even more." Certainly "speak less" mainly refers to comparison with the action that follows.
Regarding the section about studying a unified series of Chassidus discourses: so far only a question has been received but not a proposal. Obviously such a series should be one that is accessible in Eretz HaKodesh—either printed or at least available as a stencil—and also that the vast majority of Anash should desire this. Based on these points they should decide among themselves.
I await good news regarding all the above matters, and may it be G‑d's will that it all be with true tranquility, joy, and gladness of heart.
It is worth noting from Makkos (3b) that thirty days are considered as a year (even regarding something not at all related to a year). A similar explanation can be given—that just as a month relates to the moon, so too does a year relate to the sun.

Summary
The Rebbe teaches that regular reviews strengthen commitment to resolutions and encourages practical action over excessive discussion. Unified study should be accessible and desired by most participants for maximum impact.
