An individual who did not pray cannot be discharged by another, and it contains one section
1. Although regarding the nine blessings of Musaf on Rosh Hashanah, even someone who is proficient fulfills his obligation with the prayer of the shaliach tzibbur, as stated in section 591, nevertheless, if there are not nine people present to answer Amen after his blessings, a person does not fulfill his obligation with this prayer. This applies even to someone who is not proficient and does not know how to pray on his own. Even if it is a case where there is no need to answer Amen after his blessings—for example, if he has not yet prayed the silent Musaf, and therefore needs to pray for himself silently, but he prays aloud in order to discharge also the one who is not proficient, so that even if they do not answer Amen after his blessings, there is no concern of a blessing in vain—nevertheless, if there are not nine answering Amen, his prayer is not considered the prayer of the community. And a person does not fulfill his obligation by listening, unless he hears the prayer of the community. For this was the original enactment, when the prayer of the community was instituted: that the shaliach tzibbur would repeat the prayer aloud in order to discharge those who are not proficient. And if he is not praying the prayer of the community, he cannot discharge others with his prayer. For prayer is not like other blessings, where a person fulfills his obligation by listening and answering Amen. Rather, in prayer, each person must request mercy, and it is not proper to request through an agent, unless he is a shaliach tzibbur. But regarding the shofar blasts, a person can fulfill his obligation by listening, even if he knows how to blow himself, and even if there is no congregation to hear with him.
