Shalom u'Vrachah!
If, in your opinion, you understand from his crying that: a) the new Torah teachings—their content is correct and appropriate; b) they have not yet been printed by others—it is worthwhile to print them.
Summary
The Rebbe teaches that new Torah insights should be published if their content is proper and they have not already been printed elsewhere.
