ואם בכל המצות ההידור ענין גדול הוא, עאכו"כ בנוגע למקוה שיש צורך להדר ככל האפשרי, שהרי קיום מצוה זו - נוגע ומשפיע על הנולדים כו' היינו לדורות ולדורי דורות.
ואם בכל התקופות כך, עאכו"כ בדורנו דור יתום, ועד שיש כמה שנמנעים לדבר עד"ז מטעמים שונים ומשונים - שלכן החובה עוד יותר גדולה לפרסם גודל ההכרח שבענין טהרת המשפחה וכו'.
ואפשריות וזכות מיוחדת לעיר מיאמי בזה, כי כיון שבכמה תקופות בשנה באים שם מכמה עיירות ומדינות וכו', הרי כל ענין של מצוה שנעשה שם בהידור ובפרסום המתאים, לא רק טוב הוא לעיר ותושבי' הקבועים והמבקרים עצמם, אלא שאח"כ יש לזה השפעה רבה וענפה - ע"י המבקרים והאורחים בשובם למקומם.
ויהי רצון שתהי' הפתיחה בשעה טובה ומוצלחת, ותמלא המקוה תפקידה בשלימות - להפיץ קיום מצות הטהרה במיאמי וסביבותי'.
ויהי רצון שבקרוב ממש נזכה לקיום

With pleasure and joy I received your letter in which you bring good news about the completion of the construction of the mikveh in your community with great splendor, and you also write about the enhancements made to it. If hiddur is important for all mitzvos, how much more so regarding a mikveh, where one must beautify it as much as possible—since fulfilling this mitzvah affects and influences those born from it for generations and generations to come.
If this is true in all eras, how much more so in our generation—a "generation orphaned," when there are even some who refrain from this matter for various reasons—therefore the obligation is even greater to publicize the necessity of family purity, etc.
Miami has a special opportunity and merit in this regard: since at several times during the year people come there from many towns and states, every mitzvah performed there with proper enhancement and publicity is not only good for the city and its permanent residents and visitors themselves but also has a broad and far-reaching influence—through these visitors and guests when they return home.
May it be G‑d’s will that the opening take place at an auspicious and successful time, and that the mikveh fulfill its role completely—to spread observance of the mitzvah of purity in Miami and its surroundings.
May it be G‑d’s will that very soon we merit fulfillment of the prophecy: Mikveh Yisrael Hashem (“the hope/mikveh of Israel is Hashem”) etc., “And I will sprinkle pure water upon you and you shall be purified” (and see Rambam Hilchos Mikvaos at the end), with the true and complete redemption through Moshiach Tzidkeinu, when “the earth will be filled with knowledge of Hashem as waters cover the sea.”

Let us note something relevant to today (the weekly Torah portion at the time of the opening celebration—V’Eileh Toldos Yitzchak) connected to mikveh: From a wondrous Midrash (Bereishis Rabbah 26:22) that during Greek exile when they decreed not to immerse, a miracle occurred for them—a mikveh appeared for them etc. And from Midrash to Halachah we learn that even miraculous water purifies (and it is well-known what is explained elsewhere regarding Chanukah oil miracles or wheat that descended in clouds [Menachos 69b]). But one cannot bring proof from Miriam’s well because Scripture calls it “water” (see Mishnah Mikvaos ch. 5 m. 4).
Summary
The Rebbe teaches that enhancing a mikveh is especially vital due to its generational impact. Publicizing family purity brings widespread benefit, especially in places like Miami where many visit. Even miraculous sources can serve as valid mikvaos under certain conditions.
