, ובמיוחד בקשר עם ביקור כמה תלמידות תי' של הסמינר בית רבקה בצרפת – שבאו לכאן על חג הסוכות, וגרמו נחת רוח רב בהנהגתן וכו'.
ויהי רצון אשר כל אחת ואחת מהן, בתוככי כל התלמידות תי' של הסמינר ובית רבקה בכלל –

מחיל אל חיל בלימודיהן ובהנהגתן כיאות לבנות ישראל, שכל אחת מהן נקראת בת שרה רבקה רחל ולאה, מתאים להתקוה של רבותינו נשיאינו מייסדי מוסדות חינוך אלו וכיוצא בהן, שתקוה זו הרי היא גם נתינת כח. ואשרי חלקם של כל אחד ואחת העושים בזה והמתעסקים בזה והמשתדלים בזה, וזכות הרבים מסייעתם.
בהמשך להכתוב לעיל בנוגע להנהגתן של בנות ישראל, ובפרט בדורנו דור יתום, ובקשר להשאלה ששאלוני כמה וכמה בנוגע לאורך השמלות, ידועה דעתי בזה שמדה השוה

מקום היא שתהיינה הברכים מכוסות אפילו בשעת ישיבה.

אבל מפני שישנם מקומות שהנ"ל אינו מספיק, שהרי בעניני צניעות וכיוצא בזה, נוסף על גדרי הצניעות שאין לשנותן בכל מקום, ישנם גם כן פרטים התלויים במנהג המקום – תלויים להחמיר, אבל לא להקל כמובן – הנה בזה על כל רב ומורה הוראה במקום לברר ולהורות בנוגע למעשה בפועל.
ועוד להוסיף, וגם זה עיקר, שהמוכרח להחמיר בהתאם לתנאי המקום, לאו דוקא הפירוש שהוא חומרא בעלמא, כי אפשר גם כן שמפני תנאי המקום הרי – מן התורה אסור הדבר. ובכמה ענינים מצינו כיוצא בזה.
ואני תפלה אשר כל צוות ההנהלה, המורים והמורות שי', יראו רב נחת בעמלם בהבית רבקה על כל המחלקות והתלמידות שבהן, נחת אמיתי, נחת תורתי חדור באור וחיות חסידותיים, ובאופן דמוסיף והולך ואור. והרי תפקיד בית רבקה הרי הוא להעמיד בנות בישראל שתהיינה במשך הזמן כל אחת ואחת מהן

I open with a blessing, especially in connection with the visit of several students from the Beis Rivka Seminary in France who came here for Sukkos and brought much satisfaction through their conduct, etc.
May it be G‑d's will that each one of them, together with all the students of the seminary and Beis Rivka in general, go from strength to strength in their studies and conduct as is fitting for daughters of Israel—each called a daughter of Sarah, Rivkah, Rachel, and Leah—in line with the hope of our Rebbeim who founded these educational institutions and similar ones. This hope itself gives strength. Fortunate is the portion of all those who are involved and strive in this work; the merit of the many assists them.
Further to what was written above regarding the conduct of Jewish girls—especially in our generation, an orphaned generation—and regarding a question I have been asked by many about skirt length: my view is well known—that a standard suitable for everyone (may Jewish girls live) everywhere is that the knees should be covered even when sitting. What was written above is, as stated, a universal standard or at least a minimum.
However, since there are places where this is not enough—for matters of modesty and similar issues—besides unchanging standards of modesty everywhere, there are also details dependent on local custom (always to be stricter but never more lenient). In such cases every rabbi and halachic authority must clarify and rule on practical application according to local conditions.
Additionally—and this is essential—what is required as a stringency due to local conditions does not necessarily mean it is merely an extra stringency; sometimes because of local circumstances it may actually be forbidden by Torah law. We find similar cases in various areas.
I pray that all members of the administration, teachers and staff at Beis Rivka see much satisfaction from their efforts across all departments and students—true satisfaction, Torah-based satisfaction imbued with chassidic light and vitality—in an ever-increasing manner.
The mission of Beis Rivka is to raise Jewish daughters so that each one will eventually become an akeres habayis—a faithful home-builder in Israel—in accordance with "Chachmos nashim banta veisah" (A wise woman builds her home).
