Shalom u'Vrachah!
It seems that he too has lost hope that there could be any benefit (even a minimal one) in telling and speaking with those among our people who live in Brooklyn. In this, he is not obligated to account for every detail—and at an opportune time, he will also tell them.
Summary
The Rebbe writes that even when it seems fruitless to speak with certain community members, one is not required to share everything immediately. However, when the right moment arises, it is proper to communicate with them as well.
