I am bringing up and requesting that you should act in establishing the neighborhood, and certainly—those who live in the neighborhood. And what is the excuse that Ploni told him late, and therefore etc.—seemingly—you too should have been among those doing something for the neighborhood [and to also inspire others so they will help him in his work]—especially since it is a house where you are present every day!!
Summary
The Rebbe teaches that one must take personal responsibility for strengthening their own community, not relying on excuses or delays, and should inspire others to join in these efforts, especially when directly involved on a daily basis.
