The change in moods from time to time in various places, including also our country—and since it is impossible to predict in advance the mood after several months—it is not advisable that our institutions there become involved in anything outside of matters of education and Yirat Shamayim (awe of Heaven), etc.—and all the more so not to organize trips outside their country—for those (there) do not care about this.

The Rebbe writes that due to unpredictable changes in public mood, institutions abroad should focus solely on education and Yirat Shamayim, avoiding extracurricular activities and especially refraining from organizing trips outside their country.
