והנה בריחוק מקום קשה לתת מכאן הוראות בנוגע לאופן הפעולות, שהרי זה תלוי בכמה וכמה פרטים ובשינויים החלים מזמן לזמן. והעיקר שסומך אני על מר ועל עסקני חב"ד וצעירי אגודת חב"ד להתדבר ולהתייעץ ביניהם כיצד לכלכל הדברים על הצד היותר טוב והיותר מועיל, ויהי רצון שיקויים בהם

I received your letter regarding the activities together with my friends from Chabad and the people of Kfar Chabad, etc.
From a distance it is difficult to give instructions concerning how to conduct these activities, as this depends on many details and on changes that occur from time to time.
The main thing is that I rely on you and on the Chabad activists and Tzeirei Agudas Chabad to discuss and consult among yourselves how best to manage things in the most effective and beneficial way. May it be G‑d's will that "salvation comes with many counselors."
And last but not least, since we have entered the third month and are approaching the festival of Shavuos—the time of the giving of our Torah—I hereby wish you and all those associated with you, in the traditional wording: to receive the Torah with joy and inwardness.
With honor and blessing for long days and good years, and to go from strength to strength in your efforts to strengthen traditional Judaism in general, and Chabad in particular. With blessings for the holiday.
